Position Title: Human Capital Program Analyst
Human Capital Program Analyst is responsible for planning, assessing, and evaluating programs. This role will assist with the development and maintenance of Human Capital planning and execution. The successful candidate will support DOS (Department of State) in complying with the federal mandates below and shall implement these requirements based on guidance and timelines provided by the Department.
Required: This position is 100% onsite in Washington, DC with some situational telework.
The primary responsibilities of the Human Capital Analyst include:
Perform as a true consultant anticipating customer needs
Support HR actions, program strategy, ad hoc tasker responses and data calls
Update and monitor the status of vacant positions
Develop and keep updated all staffing patterns, position descriptions, advertisements, hiring memos, and other documentation to support the hiring process
Respond to all HR-related data calls and obtain concurrence from the Government Leadership
Meet with A/EX/HR once a week or more frequently to discuss HR actions.
Support the development and management of documents, memos and reports in accordance to DT requirements
Proactively and appropriately communicate and collaborate with external and internal customers to define user requirements and discuss issues, questions, and project status
Understand human capital requirements and how to meet the clients business objectives
Qualifications
Bachelor's degree or equivalent experience
2-5 years experience in HR and Talent Acquisition within the federal sector
Strong background in technical writing, or operations type of roles
Ability to be sensitive to the confidentiality of information shared by Senior managers and other staff
Excellent analytical and communication skills; able to communicate complex topics concisely
Strong understanding of the government hiring process and policies
Ability to work with limited supervision
Ability to multitask and prioritize and deliver high-quality, accurate work within targeted deadlines
Clearance Requirements:
Must have an Active Secret government security clearance; Highly desired for TS or be clearable at the TS level
