- The Electric Line Supervisor is responsible for supervising crews in the installation, maintenance, repair, and upgrade of the City’s electric distribution systems, and assists the Director with supervision duties in the Electric Department.
- Directs the work of and supervises assigned crews. Provides training and instructions and ongoing training needs. Assigns tasks, reviews work and provides performance evaluation feedback. Recommends employee transfers, promotions, disciplinary action, and discharge. Creates, reviews and approves time sheets, job assignment sheets.
- Installs, operates, maintains and upgrades overhead and underground power lines and equipment for transmission, distribution systems and secondary services ranging in voltage of 120-69,000 volts.
- Conducts work while lines or equipment is "hot" (energized) up to 15kV so as not to interrupt service to customers.
- Reviews written reports and work orders, determines priorities and schedules assignments.
- Provides staff coaching/counseling. Provides assistance and answers questions, gives advice and recommendations to staff.
- Ensures appropriate training for all crew on all assigned equipment and maintains required documentation.
- Ensures all activities are carried out safely; adheres to all safety regulations; assists in the safe handling of equipment; ensures equipment is safely operated and driving laws are obeyed; ensures all regulations pertaining to the safe use of equipment are understood and followed.
- Attends meetings and briefings regularly to keep current on safety and operational issues, including safety meetings, schools, and seminars.
- Selects, uses, and maintains Personal Protective Equipment (PPE) required for each specific tasks presented.
- Reports all accidents to the appropriate authority. Follows all policies for reporting, investigating, and follow-up of equipment incidents or personal injuries. May investigate incidents as assigned.
- Provides support to assigned crew and acts as a resource for alternatives and suggestions. Makes critical decisions affecting the outcome of the assigned work and project completion.
- Performs personal tool, equipment and work site inspections ensuring compliance with safety regulations.
- Conducts employee training and evaluation on the proper use of tools and equipment, and safety rules and regulations.
- Reports to work within specified time limits when serving “on call.” Responds to emergency conditions 24/7/365 regardless of weather conditions as required by system demands whether on-call or not.
- Knowledge of National Electrical Code, National Electrical Safety Code, Environmental Protection Agency (EPA) regulations, and all applicable federal, state and local rules and regulatory requirements.
- Knowledge of Federal Occupational Health and Safety Administration (OSHA) and Tennessee Occupational Health and Safety Administration (TOSHA) regulations and all other applicable federal, state and local rules and regulatory requirements.
- Knowledge of electrical distribution systems such as substation operations.
- Knowledge of local, State and Federal laws and regulations pertaining to utilities, and other regulatory requirements.
- Knowledge of management and supervisory practices & principles.
- Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues.
- Ability to perform all duties in a safe and deliberate matter in an extremely hazardous, high stress and fast paced environment.
- Ability to analyze job sites for hazards and make proper decisions regarding the proper safety precautions, personal protective equipment and construction techniques to perform the work safely and efficiently.
- Ability to research and analyze detailed information and make appropriate recommendations.
- Ability to plan, develop, implement, and evaluate projects and programs.
- Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
- Ability to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
- Knowledge of City policies, procedures and practices.
- Knowledge of local government organization and its departmental operating requirements.
- Considerable knowledge of modern office practices and procedures.
- Ability to analyze and prepare organizational and functional reports from research data.
- General knowledge of standard office procedures, practices, equipment and office assistance techniques.
- Associate degree in a utility or construction management trade and ten (10) years electrical experience.
- Three years previous supervisory experience.
- Must possess current Class A CDL Driver’s license with air brakes endorsement.
- Must possess CPR and First Aid certifications within 6 months from date of hire.
- Must meet United States Citizen requirements as determined by the United States Department of Energy.
- Certificate of Completion from certified apprenticeship program required.
