Position Overview
ANSER is seeking a Senior Economic Security Advisor to support the Office of the Deputy Assistant Secretary of Defense for Industrial Base Policy (IBP), Global Investment and Economic Security Directorate (GIES). In this role you will provide subject matter expertise to advance GIESs mission of protecting the Defense Industrial Base (DIB). You will support CFIUS, 1260H List, domestic M&A antitrust reviews, outbound investment, international engagement, data analytics, and future DoD economic security initiatives.
Day-to-Day Responsibilities
- Review CFIUS and non-notified missions, 1260H List companies, domestic M&A, Team Telecom, ICTS, outbound investment, and FCC license applications, including corporate ownership structures, foreign influence, cybersecurity, physical security, and USG contracting information.
- Lead and manage research and analysis of emerging technologies relevant to GIES risk assessments.
- Conduct due diligence and fact-finding research independently and with DoD stakeholders to evaluate foreign participation risks to communications, network resiliency, supply chains, personal data, and cybersecurity.
- Identify industry and engineering trends, evaluate technology-driven risks with national security implications, and recommend mitigation strategies.
- Propose, implement, and refine office policies and risk frameworks to address scientific, engineering, and technology-based threats.
- Develop methods to identify trends and patterns affecting foreign investment and risk assessment.
- Support telecommunications and technology security policy development.
- Prepare reports, analytic summaries, and policy recommendations for senior leadership.
- Lead technologically focused research and analysis initiatives as directed.
Required Qualifications
- Active Top Secret/SCI eligible clearance
- Masters degree
- 12 years experience in economic security advising
- Experience and/or understanding of economic security topics, including international trade, supply chain assurance, foreign investment policy, technology development, export control, intelligence analysis, war gaming, risk management, and the CFIUS process
- Experience supporting evolving GIES programs and initiatives to meet diverse mission requirements
- Experience providing policy assessments, establishing pilot programs, and developing white papers or recommendation presentations
- Experience supporting senior leadership with strategic planning, analysis, project management, and program management
- Experience establishing, reforming, and optimizing strategic, governance, business, and communication processes to build GIES operational functions
Preferred Qualifications
- Exceptional written, verbal, and interpersonal skills
- Demonstrated experience within DoD, Industrial Base Policy, or a similar strategic-level staff environment
- Proven experience briefing, interacting with, and providing counsel to senior military leaders, including Flag and General Officers
- Experience supporting on-site implementation of project plans and process improvement initiatives
- Professional certification as a Project Management Professional (PMP), Lean Six Sigma (Green Belt or higher), or equivalent, with a track record of driving successful process improvement initiatives
