Public Safety GIS Analyst II at Chatham County Government – Savannah, Georgia

Under supervision of the Program Director,

• Performs complex geographic data management and analysis duties in support of Chatham County E911 Communications, Chatham County Project Management Department, GIS public safety, and SAGIS.
• Provides geospatial database management, design, implementation, and analysis required for public safety operations.
• Supports the Public Safety GIS Strategic Plan in cooperation with the E911 Advisory Board and GIS/Mapping Subcommittee.
• Leads CAD-GIS integration initiatives, ensuring schema alignment, address synchronization, and optimization of response zones.
• Migrates and aligns datasets such as Road Centerlines and the Master Address Database with Central Square's GIS data standards.
• Identifies and addresses gaps in attribute data and develops strategies for data collection and completion.
• Maintains all mission-critical GIS datasets for public safety, continuously improving processes for efficiency and timely updates.
• Analyzes interdependencies between GIS layers (annexations and fire service districts) and establishes change notification protocols.
• Develops and maintains new GIS feature layers, such as highway mile markers and common places, with supporting workflows.
• Establishes collaborative workflows with municipalities across Chatham County for maintaining accurate addressing and street data.
• Creates and updates supplemental GIS datasets to support public safety and E911 operations.
• Provides technical expertise and advanced troubleshooting for E911 mapping applications.
• Coordinates closely with PSAP technical staff, MPC, addressing authorities, Board of Assessors, and GIS staff to ensure database integrity.
• Assists with routine management of the 911 database, including the Master Street Address Guide (MSAG).
• Resolves GIS-related software and hardware issues, ensuring minimal downtime.
• Supports the planning and implementation of NG911 systems reflecting modern technological advancements.
• Provides data-driven analysis and reporting to aid public safety leadership in optimizing response efforts.
• Creates and maintains performance metrics.
• Keeps supervisors and stakeholders well-informed on project progress, challenges, and innovative solutions.
• Actively participates in professional development through meetings, trainings, and current literature.
• Responds to public inquiries with professionalism and timeliness.
• Fosters interdepartmental collaboration to enhance operational effectiveness.
• Mentors junior GIS personnel and delivers training to public safety staff on GIS tools and practices.
• Performs other duties as assigned.

• Bachelor’s Degree in Geography, Planning, Public Safety, or a related field, and
• At least five (5) years of GIS or related experience, including experience with geodatabase creation and maintenance, working with public safety agencies, and/or GIS public safety datasets; or
• any equivalent combination of training and experience.
• Must possess and maintain a valid driver’s license.

Preferred Qualifications:

• Geographic Information Systems Professional (GISP) or Esri ArcGIS Desktop Professional (EADP).
