Description:

Senior Construction Representative

The Senior Construction Representative will manage the quality of the construction of the VA Louisville Medical Center Construction Project in Louisville, KY. PA. The Senior Construction Representative serves as the Construction Representative responsible for surveillance of construction projects and delivering findings to the Contracting Officer Representative (COR). Delivers surveillance reports on all phases of construction for compliance with plans and specifications in respect to workmanship, materials, installation and construction methods to government personnel. Becomes familiar with contract plans and specifications relative to all phases of construction and delivers recommendations of any necessary changes to government personnel. Provides surveillance at construction sites, assists COR to resolve apparent differences, and delivers opinions to government personnel, surveys quality assurance programs related to projects, discusses changed conditions, and delivers advice to government personnel. Delivers assistance to the Government relative to investigating the need for, and preparing

data for change orders. Develops detailed inspection requirements and control methods in coordination with Government personnel . Delivers drafts change orders and modifications for the COR’s signature

Requirements:

General Requirements

· Must have a minimum of seven (7) years’ experience.

· Experience with the U.S. Army Corps of Engineers Construction Quality Management process.

Selected candidates for QA Field Representative roles will be responsible for providing any or all the following representative services over the course of their assignment(s):

· Review the construction contractor’s Quality Control Plan, Safety Plan, Schedule of Prices, Progress Schedules, and Network Analysis Diagrams (CPM’s), Environmental Protection Plan, Asbestos Plan, and submittal register for conformance with contract requirements and good practice. Prepare a detailed written report with recommendations to the client for acceptance or non-acceptance.

· Attend and participate in advisory capacity, and keep notes of preconstruction conferences, quality control coordination meetings, in progress reviews, and other conferences and meetings with construction contractors and the client. Prepare agenda prior to these meetings, prepare minutes of the meeting, and submit the minutes to the client within two (2) working days.

· Review the construction contractor’s daily quality control reports to assure that the quality control operations are adequately documented (including such activities as level of inspection, testing procedures and results, documentation, deficiency correction, etc.). Perform and document surveillance to ensure the construction contractor is adequately following the USACE 3-phase quality control system. Provide daily quality assurance inspection (follow-up inspections) and surveillance of construction contractor’s Quality Control Program and Safety Program. Review ongoing construction work to verify that materials and workmanship conform to contract requirements. Attend quality assurance preparatory and initial inspections. Within 24 hours of inspection, submit a daily Quality Assurance Report (QAR), with particular emphasis on deficiencies found.

· Verify site location, layout, and elevations of contract work prior to start of work. Verify that all QC requirements, including those established in the preparatory inspection, are in effect prior to the start of work. Verify that all required quality control tests are performed, and the results are within allowable limits. Identify locations and coordinate Q/A soils and concrete tests. Prepare written report identifying the tests and their results as they relate to compliance with the construction contract. Monitor CQC systems tests and material tests and check all plumbing, mechanical, electrical, and special systems such as electromechanical transportation systems with personnel qualified to perform this work.

· Monitor construction contractor’s procedures for tracking construction deficiencies to assure acceptable corrective action and that an audit trail is maintained. Report findings on the daily QAR. Maintain a system for tracking deficiencies, field problems, and requests for information (RFIs).

· Transport/Equipment (Patient Lifts, Elevators, Transport Systems, Pneumatic Tube, Food Service, Sterilizers, Mortuary, & Laboratory)

· Welding Inspection

· Painting and Metalizing Inspection

· Environmental HAZWOPER, site sampling
