Job Description


As the Data Analyst for Outreach Health, you are responsible for transforming organizational data into actionable insights, clearly defined business requirements, and effective decision-support solutions. This position works directly with business and executive leaders to understand operational needs, identify the questions that should be asked, and proactively surface trends, risks, opportunities, and areas for improvement. The Data Analyst collaborates with business stakeholders, Information Technology, and application development resources to define meaningful performance measures, analyze data, document requirements, and support the development of reports, dashboards, integrations, and custom analytics applications. This position is not limited to a single reporting platform and will support Outreach Health's transition from traditional business intelligence dashboards to custom web applications. Using SQL, Python, approved generative artificial intelligence tools, and other technologies, the Data Analyst collects, validates, transforms, analyzes, and communicates information from multiple data sources. The Data Analyst is expected to use initiative, anticipate the needs and follow-up questions of organizational leaders, and bring forward findings and recommendations without waiting for a formal request.

Essential Job Functions


· Partner with business and executive leaders to understand organizational objectives, operational challenges, business processes, and the decisions that data must support.

· Conduct discovery and requirements-gathering sessions with stakeholders to identify underlying business needs rather than relying solely on initially requested reports or solutions.

· Translate business needs into clearly documented functional requirements, data requirements, business rules, process flows, metric definitions, user stories, acceptance criteria, and testing scenarios.

· Proactively analyze operational, financial, workforce, compliance, service-delivery, and other organizational data to identify trends, anomalies, risks, performance gaps, and opportunities for improvement.

· Develop analytical questions and hypotheses, anticipate follow-up questions from business leaders, and bring forward findings without waiting for a formal request.

· Interpret data and communicate meaningful conclusions, business impact, and recommended actions to technical and nontechnical stakeholders at all levels of the organization.

· Develop, review, and optimize SQL queries used to retrieve, combine, reconcile, validate, and analyze data from relational databases and other organizational data sources.

· Use Python to perform data analysis, data transformation, automation, validation, quality assurance, and rapid solution prototyping.

· Use approved generative artificial intelligence and AI-assisted development tools, including tools such as ChatGPT and Claude Code, to accelerate analysis, coding, research, documentation, testing, and prototyping.

· Independently review and validate AI-generated analysis, SQL, code, documentation, and recommendations before organizational use.

· Use approved AI tools in accordance with Outreach Health's privacy, security, HIPAA, data governance, and acceptable-use requirements.

· Design reports, visualizations, analytical models, prototypes, wireframes, dashboards, alerts, and other decision-support solutions that present information clearly and support measurable business outcomes.

· Support existing Power BI reports and dashboards while assisting with the transition of organizational analytics to custom Blazor and C# applications.

· Collaborate with application developers and other technical resources to translate analytical and business requirements into effective custom applications and data products.

· Define calculations, filters, data behaviors, navigation, access requirements, and expected user interactions for reports, dashboards, and analytical applications.

· Perform data reconciliation, application testing, report validation, quality assurance, and user acceptance testing to verify that completed solutions are accurate and meet documented business requirements.

· Identify, investigate, document, and assist in resolving data-quality issues, including incomplete, inconsistent, duplicated, inaccurate, or untimely information.

· Maintain, monitor, troubleshoot, and document assigned secure data exchanges, including existing SFTP-based integrations and file-transfer processes.

· Create and maintain documentation for data sources, data definitions, transformations, calculations, business rules, integrations, analytical processes, and reporting solutions.

· Protect confidential, proprietary, client, employee, and protected health information while performing all assigned responsibilities.

· Manage multiple analytical initiatives and assignments, communicate progress and risks, and independently move work forward with an appropriate sense of urgency.

· Champion and model the values of Outreach Health.

· Know and follow company policies and procedures.

· Work with integrity, eliminating fraud, waste, and abuse of funds.

· Perform any other duties deemed necessary by the supervisor.

Required Skills, Education, Certification, License, and/or Experience


· High school diploma or GED required.

· Minimum of three years of progressively responsible professional experience in data analysis, business

intelligence, business analysis, operational analytics, reporting, or a closely related field.

· Demonstrated ability to independently identify analytical questions, investigate data, and bring forward meaningful

findings without waiting for detailed direction.

· Strong analytical reasoning, critical-thinking, investigative, and creative problem-solving skills.

· Demonstrated proficiency in SQL, including complex queries, joins, aggregations, subqueries, common table

expressions, data validation, and analysis of relational data.

· Demonstrated proficiency in Python for data analysis, data transformation, automation, validation, and

prototyping.

· Experience gathering, analyzing, documenting, and validating business and technical requirements.

· Ability to understand business workflows and translate operational needs into measurable outcomes, data

definitions, functional requirements, and acceptance criteria.

· Experience analyzing and interpreting operational data and communicating findings to business leaders and other

nontechnical stakeholders.

· Strong data-visualization and information-design skills, including the ability to select appropriate methods for

presenting trends, comparisons, exceptions, and performance measures.

· Working knowledge of relational databases, data models, client-server concepts, file-based data exchanges, and

data-integration processes.

· Working knowledge of SFTP processes, secure file transfers, file validation, troubleshooting, and related

documentation.

· Experience using generative AI and AI-assisted coding or analytical tools to support analysis, SQL development,

Python development, research, documentation, testing, or automation.

· Ability to critically review and validate AI-generated content, analysis, code, and recommendations.

· Strong written and verbal communication skills, including the ability to explain complex data and technical

concepts in clear business terms.

· Strong requirements documentation, technical writing, and process-documentation skills.

· Ability to develop clear recommendations based on analytical findings rather than presenting data without interpretation.

· Ability to manage multiple assignments, priorities, and stakeholder needs while maintaining accuracy and meeting deadlines.

· Ability to work effectively both independently and as part of a cross-functional team.

· High level of integrity, dependability, initiative, and personal accountability, with a strong sense of urgency and results orientation.

Preferred Skills, Education, Certification, License, and/or Experience

· Bachelor's degree in data Analytics, Business Analytics, Management Information Systems, Computer Science,

Statistics, Mathematics, Finance, Healthcare Administration, or a related field.

· Five or more years of progressively responsible experience in data analysis, business intelligence, business

analysis, operational analytics, or a related discipline.

· Relevant certification in data analytics, business analysis, Microsoft Azure, artificial intelligence, SQL, Power BI,

or a related technology.

· Certifications such as Microsoft Certified: Power BI Data Analyst Associate, Azure Data Fundamentals, Azure AI

Fundamentals, an IIBA business-analysis certification, PMI Professional in Business Analysis, or a comparable

recognized certification.

· Familiarity with C#, .NET, Blazor, Razor components, or custom web-based business applications.

· Experience working with software developers to define requirements, review application functionality, validate

data, and conduct user acceptance testing.

· Experience with Microsoft Azure data, application, integration, or artificial intelligence services.

· Experience with Power BI or comparable reporting and data-visualization platforms.

· Experience working with APIs, automated data integrations, scheduled data processes, or structured file

exchanges.

· Experience with data governance, data lineage, master data, metric standardization, or formal data-quality

programs.

· Experience in home health, home care, healthcare, Medicaid, electronic visit verification, or another regulated

healthcare environment.
