Job Description

MATRIX is seeking an execution-focused Project Manager - Heavy Civil & Power Generation to lead the development and delivery of hydroelectric infrastructure projects across Ohio, Pennsylvania, West Virginia, and Illinois, with potential expansion into other Northeast and Midwest regions. This role will manage a $500M portfolio of non-powered dam projects, driving strategy of a repeatable, scalable, modular design and construction process. The Project Manager will work closely with internal engineering personnel and external consultants/contractors to ensure projects are delivered on schedule and on budget.
DURATION: 6 months with possible extension
WORK SCHEDULE: 5/8’s or 4/10’s – could change based on project phase
LOCATION: Remote with travel to various construction locations across the service territory as needed.
ESSENTIAL FUNCTIONS & RESPONSIBLITIES: 
  • Support early-stage project development activities, including feasibility studies, site evaluations, Own full lifecycle project delivery — licensing through construction — as the single point of accountability for scope, schedule, cost, and risk.
  • Apply technical/engineering judgment to project decisions: interpreting designs, evaluating construction approaches, and advising on equipment, vendors, and capital investments.
  • Drive project execution against the schedule with a working understanding of critical path, dependencies, and milestone drivers
  • Lead structured project coordination — meetings, action tracking, and timely issue escalation — to keep momentum and avoid surprises.
  • Build and maintain relationships with key stakeholders (USACE, FERC, resource agencies, contractors, local partners) to ensure alignment and timely decisions.
  • Proactively identify, assess, and mitigate risk across permitting, engineering, supply chain, construction, and regulatory fronts, with a focus on protecting the critical path.
  • Own project financial performance: forecasting, monthly variance reporting, invoice/change order management, and cost tracking that reflects actual conditions.

QUALIFICATIONS:
REQUIRED QUALIFICATIONS:
  • Bachelor's degree in engineering or related technical field
  • 4+ years of project delivery experience with a proven track record delivering complex infrastructure projects
  • Working knowledge of project controls tools (MS Project, P6, or similar) and critical path scheduling
  • Experience operating in small, cross-functional teams, applying practical (not rigid) project methodologies
  • High ownership mindset — proactively surfaces issues, drives resolution, adds value beyond the task at hand
  • Intellectually curious and prepared — asks the right questions and stays ahead of issues rather than reacting to them
  • Strong communicator across internal teams, contractors, and agency stakeholders
  • Comfortable managing multiple priorities under pressure without losing attention to detail
  • Strong communication and collaboration skills
  • Ability to manage multiple priorities in complex project environments
  • Detail-oriented with a proactive problem-solving approach
  • Commitment to safety, quality, and environmental stewardship

PREFERRED QUALIFICATIONS:
  • Experience in hydroelectric, power generation, or heavy civil industrial projects
  • Advanced degree or PMP a plus
  • Experience with federal agencies (USACE, FERC)
  • Experience working in a fast-paced, project-based environment

CompensationThe base pay range for this role is $73 – $103 per hour.
