The Digital Quality Measures Lead will provide technical leadership across digital quality measurement initiatives, ensuring high-quality FHIR-based specifications, strong stakeholder relationships, and continuous improvement of measurement practices. Key responsibilities include:

• Lead the transition from traditional quality measure approaches to FHIR-based digital quality measures, ensuring alignment with relevant implementation guides and healthcare interoperability standards.
• Serve as the primary technical expert and point of contact for digital quality measurement topics, including FHIR standards, with clients and external stakeholders.
• Represent the organization in relevant standards groups and industry discussions to stay current on evolving digital healthcare measurement practices.
• Oversee the development, review, and maintenance of FHIR-based digital quality measures throughout their full lifecycle, from initial concepts through annual updates.
• Provide technical guidance, mentorship, and quality oversight to measure developers, analysts, subcontractors, and technical partners.
• Troubleshoot logic, terminology, value set, and specification challenges while ensuring accuracy and consistency of technical deliverables.
• Support proposal development through technical strategy, staffing recommendations, effort estimation, and evaluation of potential technical partners.
• Build relationships with public agencies, nonprofit organizations, academic institutions, and other healthcare stakeholders to advance quality improvement initiatives.
• Contribute knowledge sharing, innovation, and organizational learning through insights gained from technical projects and industry engagement.

The ideal candidate combines deep expertise in healthcare quality measurement, digital interoperability standards, and technical leadership with strong communication and collaboration skills. Required qualifications include:

• Master’s degree in health informatics, computer science, public health, nursing, or a related field, along with 11+ years of relevant professional experience.
• 7+ years of hands-on experience in healthcare quality measurement, including direct experience developing QDM-based electronic clinical quality measures (eCQMs) and FHIR-based digital quality measures (dQMs).
• Strong working knowledge of FHIR resources and implementation guides relevant to quality measurement, such as US Core, QI-Core, and Data Exchange for Quality Measures (DEQM).
• Experience with the healthcare quality measurement lifecycle, including annual updates, value set management, and measure maintenance processes.
• Previous experience supporting federal healthcare programs, ideally CMS-related contracts, with an understanding of government-funded project requirements and stakeholder expectations.
• Ability to lead and mentor technical teams while remaining actively involved in hands-on technical work.
• Strong written and verbal communication skills, with the ability to explain complex technical concepts to both technical and non-technical audiences.
• Experience with healthcare interoperability standards, HL7 FHIR certification, or equivalent demonstrated expertise is preferred.
• Strategic thinking, advanced project management abilities, and strong stakeholder engagement skills.
• Clinical background or clinical informatics experience is a plus.
