Systems Programmer - Mainframe Networking

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Systems Programmer - Mainframe Networking based in the United States.

This role offers the opportunity to serve as a senior technical expert responsible for critical IBM z/OS mainframe networking infrastructure. You will design, implement, administer, and support highly available networking environments that underpin essential financial services and business applications. The position combines deep technical ownership with responsibilities across security, performance, resilience, compliance, and operational excellence. You will work closely with infrastructure, cybersecurity, application development, and operations teams to solve complex technical challenges and maintain reliable connectivity. The role also provides opportunities to lead major technology initiatives, contribute to disaster recovery planning, and influence the adoption of emerging technologies. You will play an important part in strengthening a secure, resilient, and continuously improving mainframe environment.

Accountabilities:
  • Design, install, customize, maintain, and support IBM z/OS mainframe networking infrastructure and associated software.
  • Administer and maintain z/OS Communication Server technologies, including VTAM, TCP/IP, FTP, SFTP, TLS/AT-TLS, OSA-Express, TN3270 Services, DNS, and Enterprise Extender.
  • Manage Connect (NDM) and apply required software maintenance to ensure system stability, security, and reliability.
  • Serve as a technical escalation point for complex mainframe networking and middleware issues, including environments involving CICS, DB2, MQ, and JES2.
  • Perform advanced troubleshooting and root-cause analysis using diagnostic tools such as IPCS and packet tracing, coordinating with vendors and partner teams when necessary.
  • Monitor system performance, conduct capacity planning, and implement tuning initiatives to optimize efficiency and meet service-level objectives.
  • Partner with cybersecurity teams to implement and maintain security controls, including CA-ACF2, AT-TLS configurations, and certificate management.
  • Lead and contribute to medium- and large-scale technology initiatives, including software upgrades, hardware refreshes, infrastructure improvements, and disaster recovery exercises.
  • Collaborate with application developers, operations teams, infrastructure specialists, and other systems programmers to ensure reliable enterprise services.
  • Provide technical guidance, mentoring, and knowledge transfer to less experienced team members.
  • Maintain comprehensive technical documentation covering configurations, procedures, operational practices, and troubleshooting techniques.
  • Represent the organization at relevant vendor conferences and industry events, identifying emerging technologies and sharing technical insights.
  • Participate in a 24/7 on-call rotation and take ownership of emergency production support when required.
  • Identify operational, regulatory, security, and technology risks and escalate issues appropriately while maintaining strong internal control standards.
  • Support audit and regulatory requirements and contribute to a collaborative, inclusive environment focused on organizational and customer outcomes.
Requirements:
  • At least 6 years of combined higher education and/or relevant professional experience.
  • Expert-level knowledge of IBM z/OS Communication Server, including VTAM, TCP/IP, FTP, SFTP, TLS/AT-TLS, OSA-Express, TN3270 Services, DNS, and Enterprise Extender.
  • Strong experience with Connect (NDM), SMP/E, and z/OSMF for software installation, configuration, and maintenance.
  • Fluency in JCL, REXX, CLIST, and related mainframe scripting and automation technologies.
  • Demonstrated experience troubleshooting and resolving complex technical issues in enterprise mainframe environments.
  • Strong knowledge of mainframe middleware, particularly IBM MQ on z/OS, CICS, and DB2, is preferred.
  • Typically 5–7 years of experience in mainframe systems programming, with a focus on networking and middleware.
  • Bachelor’s degree in Computer Science, Information Technology, or a related discipline is preferred, although equivalent professional experience may be considered.
  • Strong analytical and problem-solving abilities, with a structured approach to root-cause analysis and technical troubleshooting.
  • Excellent written and verbal communication skills, including the ability to explain complex technical concepts to both technical and non-technical audiences.
  • Strong collaboration skills and the ability to work effectively across infrastructure, security, application, and operations teams.
  • Demonstrated ability to manage multiple priorities, take ownership of critical issues, and remain effective in high-availability environments.
  • Relevant professional certifications are a plus.
  • Willingness to participate in a 24/7 on-call rotation.
