Job Description
ISI provides specialized consulting services for small to medium-sized government contractors. Our solutions include outsourced Assistant Facility Security Officers, Outsourced IT & CMMC Certification, and a proprietary Security Software. With a strong commitment to helping clients secure and expand their government contracts, we are adding a Government Contract Proposal & Procurement SME to offer specialized support in proposal writing and procurement strategy.
Position Overview:
We seek an experienced Director of Proposal & Contract Strategy to help clients, typically small to medium-sized government contractors, respond to Requests for Proposal (RFPs) effectively and competitively. This role will support clients through the complexities of federal procurement, enabling them to target and win new contracts. As an additional service line, this SME role will complement our Managed Security Services and IT offerings, contributing to client success and long-term partnerships.

Annual salary based on experience, ranging from $150-175,000 with performance-based bonus opportunities.

Key Responsibilities:
- Proposal Development: Lead the development of compelling, compliant, and well-structured proposals tailored to federal government solicitations (RFPs, RFQs, RFIs).
- Client Profiling and Strategy: Assess client profiles to understand their business size, target contract size, and core capabilities, tailoring strategies that align with their strengths.
- Procurement Strategy: Provide strategic guidance on government procurement, including opportunity identification, acquisition processes, and best practices.
- Data Collection & Onboarding: Collect relevant client data, including business type, contract history, and goals, to establish a strategic foundation for effective proposal writing.
- Compliance and Documentation: Ensure proposals meet all federal regulations, guidelines, and client-specific requirements; manage all supporting documentation.
- Market Research: Conduct market analysis to identify and assess federal contracting opportunities, leveraging trends and budget insights.
- Client Consultation: Collaborate with clients to understand their objectives and offer tailored recommendations for proposal improvement and competitive positioning.
- Team Collaboration: Work closely with other internal experts, including business development and technical teams, to deliver a cohesive service experience.
- Training and Mentorship: Provide guidance and resources to clients and internal teams on proposal development, federal procurement, and compliance.
- Must be authorized to work in the US without sponsorship
- Experience: Minimum of 7 years in federal government contracting for large firm, procurement, and proposal development. Previous Government employment or Entrepreneurial experience is preferred.
- Expertise: Deep knowledge of Federal Acquisition Regulation (FAR) and government procurement processes, with practical proposal writing skills.
- Technical Skills: Proficiency in proposal management tools, Microsoft Office Suite, and relevant research software.
- Communication: Strong written and verbal communication skills; ability to translate complex information into clear, actionable insights.
- Detail-Oriented: High level of accuracy and organization, especially with compliance documentation and proposal deadlines.
- Analytical Skills: Ability to conduct thorough research, analyze data, and provide clients with actionable advice.
- Client-Focused: Demonstrated track record of strong client relationships and understanding of client needs in the federal contracting space.
- Clearance: An active Security Clearance of Secret level or higher, or the ability to obtain an Interim Secret level prior to employment is mandatory.
- Certifications: Association of Proposal Management Professionals (APMP_ Certification – Practitioner or higher, Certified Federal Contracts Manager (CFCM), Defense Acquisition Workforce Improvement Act (DAWIA) or similar.
- Education: Bachelor’s degree in Business, Finance, or a related field; Master’s degree a plus.
- Subcontracting Experience: Expertise in managing and advising on subcontracting relationships within federal contracts.
Annual salary based on experience, ranging from $150-175,000 with performance-based bonus opportunities.
