About This Position

The Accounts Payable Supervisor works closely with the Accounts Payable Manager to perform all duties related to the Harris County Toll Road Authority's (HCTRA) accounts payable activities in accordance with the Harris County's policies and procedures. The Accounts Payable Supervisor trains, supervises and reviews all work prepared by the Accounts Payable Clerks. This position will work closely with HCTRA's internal divisions, and other Harris County departments, including the Auditor's Office, Purchasing Department, etc. Furthermore, the Accounts Payable Supervisor performs ad hoc duties as requested by the Accounts Payable Manager.

Duties and Responsibilities:
  • Works closely with a team of Accounts Payable Clerks and provides adequate trainings to ensure all accounts payable related duties are completed appropriately.
  • Reviews all receiving forms submitted by other HCTRA divisions to validate that appropriate approval has been obtained in accordance with the Delegation of Authority (DOA) and creates Receipt ID's for each receiving form.
  • Assists the Accounts Payable Manager with various communications between HCTRA AP and other HCTRA divisions as well as Harris County Auditor's Office and Purchasing Department.

Education and Experience:
  • Bachelor’s degree in finance, accounting, business administration or related field from an accredited institution.
  • Minimum three (3) years' supervisory experience in accounts payable, accounting, auditing, and/or finance.
Knowledge, Skills, and Abilities:
  • Working knowledge of Harris County structures, policies, and procedures.
  • Fundamental understanding of accounting and finance.
  • Prior experience with accounts payable.
  • Strong written, oral communication and interpersonal skills.
  • Strong analytical skills. Ability to reason and solve problems independently.
  • Strong knowledge of internal controls over financial reporting.
  • Ability to prioritize and take initiatives without direction or reminders.
  • Advanced knowledge in MS Office Suite, especially Excel (i.e., utilizing Pivot Tables, VLookups, etc.).
Physical Demands:
Light Work-Exerting up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

Position Type and Typical Hours:
This is a full time position. Days and hours of work are typically Monday through Friday. Hours may vary based on the business needs of the department.

Work Environment:
There are no major sources of discomfort. A normal office environment with acceptable lighting, temperature controls and furnishings is provided.

Reporting Relationships:
  • Reports To Position: Manager, Accounts Payable
  • Supervises Positions: Accounts Payable Clerks

Employment may be contingent on passing a drug screen and meeting other standards.
