Overview:

The Tactical Medicine Instructor is responsible for planning, delivering, and evaluating tactical medical training in support of the INL Haiti Tactical Operations in Urban Terrain program. The position provides classroom, range, and field instruction on hemorrhage control, airway management, casualty assessment, casualty movement, care under fire, and tactical evacuation concepts tailored to HNP recruit operations in high-risk urban environments. The Tactical Medicine Instructor works closely with the Training Manager, Range Conducting Officer, and Security Manager to integrate medical risk-mitigation, casualty response, and duty-of-care practices into all phases of training. The Tactical Medicine Instructor reports to the Training Manager and supports the integration of tactical medical instruction, casualty planning, and medical risk-mitigation measures across classroom, range, and field activities.

Primary Responsibilities:

• Plan, develop, and deliver classroom and practical instruction on tactical emergency casualty care (TECC/TCCC or equivalent) adapted to HNP mission profiles.
• Instruct HNP recruits and HNP co-instructors on assessment of trauma, control of life-threatening bleeding, airway and breathing interventions, basic shock management, and casualty movement techniques under fire and in protective gear.
• Integrate tactical medicine content into live-fire ranges, scenario-based exercises, and field training, in coordination with senior tactical instructors and the Range Conducting Officer.
• Develop lesson plans, training aids, skills stations, and scenario scripts consistent with approved curricula and INL guidance.
• Conduct skills labs, practical evaluations, and scenarios that require students to apply medical skills under stress and in realistic tactical conditions.
• Reinforce safety, duty-of-care, human-rights, and use-of-force considerations when instructing casualty care for both civilians and law-enforcement personnel.
• Advise the Training Manager and Security Manager on casualty response planning, medical kit configuration, casualty collection points, and evacuation concepts for training events.
• Support development and implementation of range and training medical plans, including placement of medical kits, casualty evacuation routes, and coordination with local medical facilities where applicable.
• Inspect, maintain, and account for tactical medical training aids, first-aid kits, trauma kits, manikins, and related equipment.
• Evaluate student performance, provide feedback, identify trainees requiring remediation, and support graduation recommendations.
• Participate in after-action reviews (AARs) and contribute to continuous improvement of tactical medicine training content and safety practices.
• Coordinate with Language Assistants to ensure medical terminology and instructions are accurately conveyed in Haitian Creole/French.
• Support incident response during training events as directed, consistent with company policies and within scope of training role.
• Clarify and operate within the approved scope of the position, including whether the role is limited to instruction or also includes designated on-site medical coverage for training events.
• Support emergency medical planning, inspect medical kits and supplies, and coordinate medical risk-mitigation measures consistent with approved medical direction, credentials, and company policy.
• Perform all other duties as assigned, consistent with contract scope, safety requirements, and the qualifications of the position.

Supervisory Responsibilities:

• No formal direct-hire supervisory responsibilities.
• Provides functional direction to students and may provide day-to-day technical guidance to local-national medical assistants or HNP co-instructors during assigned modules.

Education and/or Experience:

• High School Diploma or GED required; Associate's or Bachelor's degree in a medical, nursing, or allied health field preferred.
• Current or previous qualification as an EMT, paramedic, combat medic, corpsman, nurse, or equivalent strongly preferred.
• Minimum of 5 years of relevant operational and/or prehospital medical experience in military, law-enforcement, EMS, or comparable environments.
• Minimum of 2 years of experience delivering medical or tactical medical training to adult learners, preferably in a law-enforcement or military context.
• Experience operating or instructing in high-risk, conflict-affected, or austere environments preferred.
• Overseas or host-nation training experience preferred.

Knowledge, Skills, and Abilities:

• Strong working knowledge of tactical emergency casualty care (TECC/TCCC or similar) principles and their application in urban operations.
• Ability to develop and deliver clear, practical instruction and to coach students through hands-on medical skills under stress.
• Ability to integrate medical safety and casualty response into live-fire, scenario-based, and field training events.
• Strong understanding of training safety, risk-mitigation, and incident-response procedures in high-risk environments.
• Ability to work effectively within a multi-disciplinary training team and coordinate with tactical, range, and security personnel.
• Strong communication skills, including the ability to work through interpreters and with multilingual audiences.
• Proficiency with Microsoft Office (Word, PowerPoint, Excel, Outlook) for lesson development and basic reporting.
• Demonstrated ability to operate effectively in austere, resource-constrained, and dynamic conditions.
• Ability to support emergency medical planning, medical kit inspection, and tactical medical instruction consistent with approved credentials, scope of practice, and operational requirements.

While performing the duties of this job, the employee is frequently required to stand, walk, kneel, crouch, lift, and carry training equipment while demonstrating or supervising medical interventions. The employee must be able to move casualties using drags and carries as part of demonstrations and training scenarios and may be required to lift or move up to 50 pounds. The position requires the ability to wear body armor and other protective equipment and to work in outdoor environments for extended periods.

Work Environment:

Work is performed in classrooms, on live-fire ranges, and in outdoor urban-training environments in a high-threat overseas setting. The position involves exposure to outdoor weather conditions, uneven terrain, loud noise from weapons fire, simulated casualties and blood, and physically demanding scenario-based training. Work hours may be extended or irregular based on training schedules and operational requirements. The anticipated work schedule is Monday through Saturday, based on the approved training and operational calendar. Daily hours may vary according to classroom, range, field-training, movement, security, and client requirements. The position may require early-morning, evening, Sunday, holiday, extended, or irregular hours with reasonable notice when operationally feasible.
