About This Position
Performs inspections and enforcement work to ensure residential properties are maintained and in compliance with housing, property maintenance, rental, and other related codes and ordinances. This position involves significant contact with the public, answering questions, responding to complaints, conducting field inspections, educating, enforcing codes and preparing reports and letters using a specialized database system. Assists with building/ housing/and code enforcement inspections and related duties as needed.
MAJOR AREAS OF ACCOUNTABILITY
- Inspects all rental dwellings in the City of Maplewood. Determines if structures are in compliance with the rental licensing ordinance, the Fire Code, the International Property Maintenance Code, and applicable City ordinances. Approve rental licenses, issue warnings, citations, and other communications to property owners or operators of rental dwelling units.
- Schedules inspections with the appropriate owners or operators in a reasonable and timely manner. Establishes deadlines for property owners or operators to achieve compliance.
- Performs follow-up inspections as needed to correct fire, life safety, or maintenance problems.
- Administers, tracks, and maintains both paper and electronic records involving all rental inspection activities.
- Coordinates concurrent inspections that may concern zoning, health, building, and code enforcement violations with appropriate team members of the Community Development Department
- Completes the rental inspector’s workload within the prescribed three-year cycle.
- Communicates with property owners and the public regarding compliance with the city codes, ordinances and property maintenance in response to citizen complaints regarding potential code violations.
- Develops and maintains accurate and complete records of complaints, inspections, violations, and citations.
- Leads across city departments to coordinate resources to support a successful Maplewood Rental License Training Program to educate rental property owners and operators in compliance with rental licensing requirements.
- Informs the supervisor of all rental licensing developments and submits reports of activities.
- Performs building/rental housing licensing and assists with code enforcement duties as required.
- Performs other duties and assumes other responsibilities as needed or assigned.
- Employees sit some of the time but may walk or stand for some periods of time.
- This classification involves physical agility requirement such as: climbing, stooping, kneeling, crouching, crawling, reaching, pushing, pulling, repetitive motions and manual dexterity.
- Sensory requirements include standard vision requirements, ability to express and exchange ideas and ability to hear information at normal spoken word levels.
MINIMUM QUALIFICATIONS:
- Must have a high school diploma or equivalent.
- Must possess and maintain a valid Minnesota driver’s license or equivalent out-of-state driver’s license.
- Six months experience in rental licensing, building construction codes or code enforcement compliance.
- Must be able to obtain ICC International Property Maintenance certification within six months.
DESIRABLE QUALIFICATIONS:
- Possess or ability to obtain MN Building Official Limited license within one year of hire.
