Job Description

Summary:

The Public Works Director is the Cahuilla Band of Indians' (CBOI) focal point for managing the public work affairs of Cahuilla Band of Indians tribal government. Provide professional construction and project direction, grants management, financial reporting, as well as managing the daily operations of the Public Works Department. This includes strategic planning, systems control, reporting, resource allocation, and execution. The Public Works Director extends responsibility for ensuring adequate internal controls are established to safeguard the assets of the Tribe.This role will direct the team with planning and maintenance of several buildings, road maintenance, parks & grounds, utilities, facilities, equipment maintenance, and projects within the tribe.

Duties and Responsibilities:
  1. Program and Policy Development:
    • Develop and sustain long-term programs that enhance the community.
    • Develop policies and procedures.
    • Develop, implement, and maintain a safety program.
  2. Project Management and Oversight:
    • Oversee tribal road maintenance and daily operations of equipment rental requests.
    • Oversee and allocate resources for construction projects.
    • Ensure all work is completed properly and in a timely fashion by contractors, vendors, and Public Works staff members.
    • Oversee the building process, including working with architects and engineers, creating timetables, and generating permits.
    • Determine and procure tools and materials.
    • Schedule and estimate project timelines.
    • Ensure the project is completed within a specified time.
  3. Grant and Financial Management:
    • Prepare and implement grant proposals for public works projects.
    • Develop budgets for public works, construction, and maintenance activities.
    • Analyze completed projects against the budget and scope.
  4. Vendor and Contractor Management:
    • Develop protocols for hiring outside vendors.
    • Create bid specifications and select vendors for projects.
    • Oversee the subcontractors, workers, and their immediate supervisors.
    • Select trade contractors and general contractors for project completion.
  5. Staff Management:
  6. Monitor the progress of staff, providing guidance and alternate work plans as needed.
  7. Conduct yearly performance reviews, hire employees, and handle terminations.
  8. Ensure that all safety precautions are adhered to by employees and construction workers.

Vendor and Contractor Management:

  • Produce reports and technical papers for public works projects.
  • Monitor compliance with set rules, regulations, and codes.
  • Act as the owner's representative on construction and maintenance projects.
  • Obtain necessary licenses or permits.
Minimum Qualifications:

  • Education: B.S. Degree in project/construction management, civil engineering, architecture, or a related field. Equivalent work experience in construction management or a related field may be considered in lieu of a degree.
  • Preferred Qualifications: Possession of relevant job-related certifications or trade licenses.
  • Experience: Minimum of four years of experience in public works, project management, or construction management. Additional expertise in procurement and handling RFPs is advantageous, but not required
  • Knowledge: Familiarity with various funding resources and agencies as well as knowledge of civil and building codes.
  • Supervisory Skills: Minimum of three years in a supervisory role.
  • Communication Skills: Proficient in verbal and written communication.
  • Computer Skills: Proficient with Microsoft Office programs (Excel, Outlook, Word, Access, PowerPoint, SharePoint, OneDrive).
  • Organizational Skills: Effective at prioritizing assignments and managing multiple tasks.
  • Interpersonal Skills: Ability to build rapport and work with individuals at all organizational levels.
  • Analytical and Problem-Solving Skills: Naturally curious and action-oriented, able to analyze complex relationships and incidents.
  • Project Management: Proficient with project management software and tools.
  • Resource Allocation: Skilled in budgeting, forecasting, and financial analysis.
  • Preferred Experience: Experience working with Tribal Governments and an understanding of tribal sovereignty and culture.
  • License: Valid CA driver’s license.

Background Clearance Requirements:

  • Successfully pass background investigation.
  • Driving record clearance must meet eligibility under Cahuilla Band of Indians Insurance.
  • Pre-employment Drug Screening.
Typical Physical Demands:

Work requires sitting, lifting, reaching, walking, and lifting to 50-100 pounds. Also requires manual dexterity to operate office equipment, keyboarding, copiers, etc.

Typical Mental Demands:

This position uses judgment in identifying and selecting the most appropriate procedures to use, or in determining which of several established alternatives to use. It regularly requires verbally expressing or exchanging ideas of important instructions accurately and quickly. There may be time pressure regarding deadline driven initiatives and tasks.

Working Conditions:

The working conditions for a Public Works Director for a tribal government can be quite dynamic and involve a mix of office and field work. Primarily office-based for planning and administrative tasks, however it also involves site visits and fieldwork to inspect projects. Local travel within the tribal territory for project oversight and meetings with stakeholders.
