Description

Position Summary

The Director of Training is responsible for setting the direction of training organization-wide, including designing and implementing employee development programs, including, but not limited to state/ program/ job-specific courses, competency-based curriculum, and leadership development.

The person in this position should be knowledgeable in the latest training techniques and methods and be able to collaborate with all levels of the organization in designing and executing needed programs. The Director of Training will also be responsible for leading a team of learning and development professionals and managing the department’s budget.

Responsibilities

  1. Support/Service Delivery
    1. Works with Department and Service Line Leaders to develop training curriculum that supports organizational philosophy, models, and standards.
    2. Utilizes a variety of teaching methods to meet the diverse learning styles of employees.
    3. Uses the most up-to-date and effective methods and techniques to provide training to staff based on the specific needs of the state, program or service line.
    4. Effective uses training/visual aids and most up to date technology when administering training.
    5. Assures that key trainings are consistent across the organization.
    6. Implements multi-level evaluation of training effectiveness ranging from Level 1 (participant satisfaction) to Level II (knowledge/skill acquisition) to Level III (skill/behavior transfer to the Job) to Level IV (outcomes with kids).
    7. Secures informal and formal feedback on all aspects of training including feedback on trainers, curriculum content/design, physical setting, and overall training service.
    8. Manages the current Learning Management System (LMS).
    9. Applies effective presentation and group facilitation skills.
    10. Designs and delivers leadership trainings, program and/or activities to staff related to their specific career paths or succession plans.
    11. Together with the leadership and or regional teams, manages the succession planning process, and provide summaries to senior leadership accordingly.
    12. Oversees the organization’s succession planning and leadership development activities.
    13. Manages the leadership development processes, such as career exploration, 360 feedback.
    14. Identifies career paths based on job/competency analysis, and requirements of the position/role, service component, and an individual’s career development.
    15. Develops processes and programs that help to identify and develop internal leaders, such as future leaders’ programs or mentoring activities.
    16. Is well prepared and knowledgeable about their subject matter (training content and/ or systems).
  2. Quality Improvement
    1. Establishes quality standards for training services, including curriculum content, instructional design, trainer competency/delivery, transfer of learning outcomes, and service relationships.
  3. Communication
    1. Follows up with program leaders to ensure employees are scheduled for training and fulfill the requirements of their position/program in a timely manner and in accordance with program requirements.
    2. Coordinates and communicates the logistical planning and scheduling of training events in cooperation with the state Learning and Development Specialists.
    3. Maintains a reliable and responsive service to both internal and external customers.
  4. Growth
    1. Consistently updates skills through continuing education.
  5. Supervision
    1. Receives supervision.
      1. Receives supervision from and actively communicate with supervisor on an ongoing basis throughout the week by phone, email, written message and when possible, in person regarding program matters.
    2. Provides supervision.
      1. Supervises staff directly or their supervisors depending upon the personnel actions including action plans, hiring, terminations, recruitment, vacation and sick day requests.
  6. Leadership
    1. Leads the Training Department and ensures all staff receive supervision, development plans/ or have discussions about development, and on-going support.
    2. Demonstrates cultural sensitivity.
  7. Documentation
    1. Produces training productivity/utilization reports.
  8. Financial/Budget
    1. Assists the Senior Director in monitoring income and expenditures and establishing capital purchase requests.
    2. Review and approve travel and receipt requests.
  9. Risk Management and Safety
    1. Develops organization training programs that maintain compliance with regulatory and accreditation mandates.
    2. Tracks and publishes updated training requirement/compliance reports.
    3. Oversees and ensures compliance with individual development plans.

                                    Qualifications

                                    1. Education/Credentials/Licensure:
                                      1. Requires a master’s degree in Adult Education, Training & Organization Development, Human Resources, Public Administration, or related field.
                                      2. Requires a valid state driver’s license and safe driving record. 
                                      3. Requires reliable transportation and current auto insurance.
                                    2. Experience:
                                      1. Requires five (5) years of experience in curriculum development, training, and organization/ human resource development.
                                      2. Requires two (2) years of supervisory experience overseeing a training team.
                                    3. Clearances:
                                      1. DPS
                                      2. DFPS
                                      3. FBI
                                      4. CBCU Eligibility Determination
                                      5. Child Abuse Clearances

                                    Working Conditions

                                    1. Physical Demands
                                      1. This position requires operating a keypad device 75% of the day and electronic/office equipment 25% of the day. Frequent travel throughout the organization may be required daily along with travel by plane and may include travel in weather conditions – 50%. Fingers, thumbs, hands, wrists, elbows, legs and feet are all routinely used throughout the day. The lower and upper torso is used 75% of the day. Employee must meet minimum requirements for hearing, speech, and vision. Walking is required 25% of the day. Standing occurs 50% of the day. Sitting happens 50% of the day. Reaching above the shoulder as well as bending and twisting are performed 25% of the day. This function routinely lifts under 25 pounds. The maximum lift is 50 pounds, 1 time per day.                                     2. Mental Demands
                                      1. Frequently performs multiple tasks and makes quick decisions.
                                      2. Occasionally handles distractions and a diversity of problems.
                                      3. Continually need to concentrate.

                                      1. Environmental demands require this position in the office and in a hybrid capacity. Reliable transportation is required.
