Human Resources Generalist - Federal Agency
Location: On-site: Washington, DC
Clearance: Ability to obtain Public Trust

Position Summary
The Human Resources Generalist will provide comprehensive HR support to a Federal Agency, supporting staffing, personnel actions, onboarding, employee administration, records management, and workforce operations. The ideal candidate will have federal HR experience, strong knowledge of SF-52 personnel actions, excellent organizational skills, and exceptional written and verbal communication abilities.

Key Responsibilities
  • Prepare, review, process, track, and manage SF-52 Requests for Personnel Action through completion.
  • Coordinate personnel actions, including appointments, promotions, reassignments, transfers, separations, and other employee changes.
  • Support recruitment, staffing, hiring, onboarding, and offboarding activities.
  • Support federal position classification and related HR processes in accordance with applicable OPM and federal agency policies and procedures.
  • Maintain accurate personnel records, staffing trackers, HR documentation, and status reports.
  • Provide HR guidance and responsive customer support to employees, supervisors, hiring managers, leadership, and other HR stakeholders.
  • Track personnel actions, approvals, deadlines, and outstanding requirements to ensure timely completion.
  • Prepare professional HR correspondence, reports, and workforce communications.
  • Handle sensitive and confidential personnel information with appropriate discretion.
  • Support compliance with OPM regulations and applicable federal HR policies, procedures, and agency requirements.
  • Provide support and guidance related to federal employee lifecycle programs and processes, including recruitment and hiring, classification, staffing, personnel actions, retirement, and employee benefits.
Qualifications
  • Bachelor’s degree in Human Resources, Business Administration, or a related field, or equivalent relevant experience.
  • Experience supporting HR operations in a federal government or federal contracting environment.
  • Demonstrated experience preparing, processing, tracking, and managing SF-52 personnel actions.
  • Familiarity with the U.S. Office of Personnel Management (OPM) and federal HR policies, procedures, and regulations, including position classification, recruitment and hiring, staffing, retirement, employee benefits, personnel actions, and other federal employee lifecycle functions.
  • Knowledge of federal staffing, personnel administration, and employee lifecycle processes.
  • Excellent written and verbal communication skills, with the ability to work effectively with employees, managers, senior leadership, hiring managers, and HR stakeholders.
  • Strong organizational skills, attention to detail, customer service orientation, and follow-through.
  • Ability to manage multiple priorities and deadlines while maintaining accuracy and confidentiality.
  • Proficiency with Microsoft Office, including Word, Excel, Outlook, Teams, and SharePoint.
Preferred Qualifications
  • Previous HR experience supporting a federal civilian agency.
  • Hands-on experience working with OPM policies, guidance, and federal HR procedures.
  • Experience supporting multiple areas of federal human resources, such as staffing and recruitment, position classification, employee benefits, retirement, personnel actions, and employee administration.
