JOB TITLE: Human Resources Manager

POSITION NUMBER: 2609-CORP-HRM

POSITION LOCATION: Atlanta, GA, USA

ANTICIPATED START DATE: Two weeks after candidate identification

TRAVEL: As required to fulfill the responsibilities of the position

ASRT, Inc. provides scientific, information management, management consulting, bioinformatics, and administrative program support to the Centers for Disease Control and Prevention (CDC) and other Federal and private sector clients. The successful candidate will be a full-time employee of ASRT, Inc. assigned to work in the Corporate office in Atlanta, GA.

SCOPE OF WORK

This role supports a productive, compliant, and positive workplace by managing key HR functions. Responsibilities include recruiting, interviewing, hiring, onboarding, administering compensation, payroll, leave, and legal compliance. In addition, the role advises leadership on workforce planning, productivity, and data-driven decision-making.

MAJOR DUTIES AND RESPONSIBILITIES

Talent Management:

  • Collaborate with leadership to implement HR and talent strategies that support staffing, recruitment, retention, and succession planning needs.
  • Support multi-state expansion by recruiting for new and out-of-state roles, ensuring recruiting and onboarding comply with state labor laws, and establishing required unemployment and DOL recruiting accounts.
  • Lead talent acquisition by recruiting, interviewing, and hiring qualified candidates in partnership with program managers to define required skills and competencies.
  • Coordinate pre-employment requirements, including offer letters, background checks, reference checks, immunization and safety requirements.
  • Manage new hire and separation processes, including onboarding documentation, offer acceptance, client worksite in-processing, orientations, exit interviews, property distribution and returns, and Department of Labor notifications.
  • Stay current on employment laws, regulations, HR best practices, and emerging HR technologies, and apply policies and practices that support compliance.

Compensation Management:

  • Support multi-state expansion by securing business licenses, establishing unemployment accounts, meeting state tax requirements, setting up payroll taxes, and maintaining payroll practices that comply with federal, state, and local wage and hour laws.
  • Work with CHRO and Sr. Contracts Administrator/Cost Accountant to maintain and update company compensation structure.
  • Process payroll accurately and on schedule, including bi-weekly timecard reports, benefits, garnishments, taxes, and other deductions.
  • Process payroll changes promptly and prepare required documentation for new hires, terminations, assignment changes, promotions, salary increases, and related updates.
  • Process PTO requests, bi-weekly 401(k) changes, transportation, tuition, and training reimbursements.
  • Review 401(k) reports and ensure contribution changes and plan funding are completed accurately and on time.
  • Review benefits reports and ensure deduction changes are completed accurately and on time.
  • Develop and implement payroll policies and procedures
  • Perform other related duties as assigned by ASRT, Inc.
Requirements:

MINIMUM QUALIFICATIONS

Education and Experience:

  • Bachelor's degree in Human Resources, Business Administration, or related field required
  • A minimum of 4 years of Human Resources Manager experience required
  • A minimum of 4 years Talent Management and Operational Compensation experience required.

Required:

  • Ability to maintain confidentiality and safeguard all documents and files containing individual personnel information and company proprietary information
  • Prior Applicant Tracking System/HRIS experience.
  • Excellent verbal and written communication skills
  • Thorough knowledge of employment laws and best practices
  • Excellent organizational skills and attention to detail
  • Excellent interpersonal skills with the ability to manage sensitive and confidential situations with professionalism, and diplomacy.
  • Strong analytical and problem-solving skills
  • Proficient with Microsoft Office Suite or related software

Desirable

  • Experience recruiting for scientific positions
  • SHRM-CP or SHRM-SCP is preferred

Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer
  • Must be able to lift 15 pounds at times

Language Skills:

  • The candidate must possess excellent oral and written communication skills in English.

REQUIREMENT: Must be a United States citizen or permanent resident or have authorization for employment in the United States.
