About This Position

The Senior Manager, HR Operations plays a pivotal role in leading and coordinating the operational, financial, and performance functions of the Human Resources department. This position is responsible for budget oversight, full-cycle procurement, vendor and contract administration (including benefits-related vendors), invoice tracking, KPI and MIP development, project tracking, data analysis, and performance reporting.

This role will be instrumental in aligning HR’s daily operations with broader agency goals -ensuring efficiency, compliance, and responsiveness to employee needs. As a senior leader within the department, this individual will coordinate closely with ARC’s Finance, Procurement, and Legal teams while also supporting cross-functional HR initiatives. The position also provides leadership in overseeing vendor service delivery, particularly for the agency’s health, wellness, and retirement plans.


Budget and Financial Management

  • Develop, monitor, and reconcile the HR department’s annual operating budget.
  • Serve as the primary liaison to ARC’s Finance Office on all financial and budgetary matters.
  • Ensure budget alignment with departmental initiatives and staffing needs.

Procurement and Vendor Management

  • Manage the entire procurement process for HR, from needs assessment and RFP development to vendor evaluation, selection, and contract execution.
  • Draft scopes of work and RFP documents in accordance with ARC’s procurement policies.
  • Ensure timely renewals and high-quality service delivery from all HR-related vendors, including those supporting health, wellness, and retirement programs.
  • Coordinate with Procurement and Legal teams to ensure policy and contract compliance.
  • Track and process invoices, ensuring accurate, timely payment against contract terms.

Project and Performance Tracking

  • Maintain department-wide tracking systems for projects, deliverables, and timelines.
  • Lead the development and monitoring of Key Performance Indicators (KPIs) and Major Initiative Plans (MIPs).
  • Provide regular updates to HR leadership on initiative progress, risks, and mitigation strategies.
  • Translate operational and financial data into actionable insights for performance improvement.

Operational Strategy and Departmental Support

  • Support cross-functional planning, performance tracking, and operational alignment across HR programs.
  • Represent the HR department in meetings with internal stakeholders and agency-wide initiatives related to budgeting, procurement, or planning.
  • Coordinate internal planning calendars and assist with scheduling operational milestones such as open enrollment, policy updates, and major RFPs.

  • Bachelor’s degree in Accounting, Finance, Public Administration, Business Administration, or a related field.
  • Minimum of 7 years of progressive experience in budgeting/finance, vendor management, or HR operations.
  • Demonstrated experience managing RFPs and procurement processes from start to finish.

Or

  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Preferred Qualifications:

  • Master’s degree in Public Administration (MPA), Business (MBA), Human Resources, or related field.
  • PMP or similar project management certification.
  • Familiarity with enterprise systems such as Costpoint, NeoGov and performance dashboard tools.
  • Advanced proficiency in Microsoft Excel and experience with data analysis and financial modeling. Candidates may be asked to demonstrate Excel skills as part of the selection process.
