As the National Guard (NG) / U.S. Army Reserve (USAR) Liaison, you will play a key role in ensuring Reserve Component Service Members receive timely, compliant, and high-quality Transition Assistance Program (TAP) services regardless of location.
This position directly supports the Army’s effort to deliver world-class transition services aligned with statutory requirements, Army policy, and the TAP Performance Work Statement (PWS).
POSITION OVERVIEW
The NG/USAR Liaison supports execution of the Army Transition Assistance Program (TAP) by coordinating service delivery to Reserve Component (RC) Service Members, including National Guard and Army Reserve populations.
This role facilitates integration across TAP Program Management Office (PMO), Virtual Center (VC), Forward Transition Support Team (FTST), and installation-level stakeholders to ensure synchronized, compliant, and accessible TAP services.
All duties are performed within a non-personal services contract environment, in coordination with the Designated Government Representative (DGR), and in accordance with the TAP Performance Work Statement (PWS).
YOUR RESPONSIBILITIES
Reserve Component TAP Integration
- Coordinate delivery of TAP services to NG/USAR Service Members, including mobilizing, demobilizing, and geographically dispersed populations.
- Support access to required TAP services such as Initial Counseling (IIC), Pre-Separation Briefs, and Career Readiness Standards (CRS) completion.
- Assist in aligning TAP services with statutory timelines and Army policy requirements.
FTST & Distributed Operations Support
- Coordinate with Forward Transition Support Team (FTST) personnel to deliver services to remote and Reserve Component populations.
- Support alignment of FTST schedules and service coverage based on demand.
- Facilitate integration of Virtual Center (VC) capabilities to ensure continuity of services during surge operations.
Service Delivery Coordination
- Coordinate TAP service delivery in accordance with prescribed delivery models (synchronous and asynchronous).
- Ensure services align with client eligibility, preferences, and PWS requirements.
- Support synchronization of TAP events and services to meet required transition timelines.
Stakeholder Coordination & Outreach
- Serve as a liaison between TAP PMO, DGRs, TSMs, FTST, and Reserve Component stakeholders.
- Support outreach and engagement efforts to increase awareness of TAP services and requirements.
- Assist in coordinating briefings to commanders and stakeholders on TAP participation, compliance, and Career Skills Program (CSP) opportunities.
Compliance & Program Execution Support
- Support tracking of NG/USAR Service Member participation and compliance with TAP requirements.
- Identify gaps in participation, scheduling, or CRS completion and coordinate corrective actions.
- Assist with early identification and notification efforts for eligible Service Members.
Data Analysis & Reporting
- Analyze program data related to Reserve Component participation, including registrations, counseling completion, and follow-on services.
- Provide input to Monthly Status Reports (MSR) and quarterly program analytics.
- Identify trends and recommend data-driven improvements to enhance service delivery.
Issue Identification & Escalation
- Identify systemic issues impacting TAP delivery for NG/USAR populations.
- Coordinate with PMO and elevate issues through appropriate contract channels.
- Support development of corrective and preventive actions aligned with contract requirements.
TRAVEL REQUIREMENTS (FTST SUPPORT)
- This position supports Forward Transition Support Team (FTST) operations and requires travel in support of TAP mission requirements, including mobilization, demobilization, and geographically dispersed service delivery.
- Travel will be conducted in accordance with contract requirements and must be Government-approved prior to execution.
- Travel may include support to:
- FTST operations and surge requirements
- Reserve Component units and remote locations
- OCONUS or extended TDY assignments (as required)
- Travel frequency and duration will vary based on mission demand and may include extended travel periods to support high-tempo operations.
- All travel shall comply with applicable regulations and contract provisions, including:
- Federal Travel Regulation (FTR) / Joint Travel Regulation (JTR)
- Pre-authorization and approval requirements
- Submission of travel documentation and receipts
- The position may require readiness for short notice travel to ensure continuity of TAP services.
- Travel is performed strictly in execution of contract requirements and coordinated through appropriate contract management channels (PMO, COR, KO).
WHAT WE ARE LOOKING FOR
Required Qualifications
- Bachelor’s degree or equivalent combination of education and experience.
- Minimum 5 years of military, Reserve Component, or DoD-related experience.
- Experience coordinating across multiple stakeholders in a structured environment.
- Strong analytical and reporting skills (Excel, dashboards, data interpretation).
- Active Secret clearance (or ability to obtain).
- Ability to operate effectively within a non-personal services contract environment.
Preferred Qualifications
- Experience with Army Transition Assistance Program (TAP) or AR 600-81.
- Familiarity with TSCRS or similar case management systems.
- Experience supporting mobilization/demobilization operations.
- Knowledge of Career Skills Program (CSP) processes.

IMPORTANT CONTRACT DISTINCTIONS
- This position does not exercise command authority over military personnel or Government staff.
- This position does not direct operations, allocate resources, or assign missions.
- All work is performed in support of Government-led TAP operations under contract requirements.
