About This Position

TARGET ENTRY SALARY: $71,912 - $79,103 DOQ

POSITION OPEN UNTIL FILLED

Under limited direction, the Parking System Assistant manager performs supportive work in the supervision, administration, and operation of the City's Parking System. Provides customer service, maintenance, enforcement, personnel oversight, and operational direction.
Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
  • Plans, organizes, coordinates, and supervises operations for all municipal parking facilities; oversees, manages, and assists with the operation, security, and general and routine maintenance of parking garages or lots.
  • Identifies, evaluates, and addresses division goals, objectives, and special requirements based upon complaints, requests, and observations; monitors work in progress and evaluates results achieve.
  • Compiles and prepares various operational statistics regarding parking activities and citations issued; presents metrics for audits and other reporting.
  • Coordinates, supervises, and ensures the provision of supplies, materials, and equipment to complete scheduled activities.
  • Assists in the development and implementation of improved revenue collection practices and procedures; participates in RFP and RFQ processes to acquire new technology and streamline processes.
  • Reviews and reconciles monthly billing reports, calculates billing percentages, participates in budgeting, and reports issues to Management team.
  • Receives and responds to requests and complaints in reference to parking functions and concerns; conducts periodic checks and inspections of facilities and equipment; evaluates new equipment and makes recommendations on acquisition.
  • Researches and analyzes data to present detailed and comprehensive financial impact and revenue forecasting.
  • Reviews work activity records and consolidates information into reports regarding funds collected and work accomplished; develops and recommends work methods modifications to improve operations.
  • Assists, supports, and facilitates the preparation of the annual budget for parking operation, maintenance, and security; coordinates various equipment maintenance and service contracts.
  • Represents City with other governmental agencies and the public at public meetings.
  • Performs other duties as assigned.

Licenses, Certifications, and Equipment:
A valid State driver's license is required.

Employees selected for this position must meet FDLE guidelines in order to access sensitive and/or confidential information. Applicants with arrest histories for felonies or serious misdemeanors may be denied access to this information and as such, will not meet the minimum qualifications for a position with the City of Clearwater.

Education and Experience:
Bachelor's Degree in Business Administration, Management, Accounting, or related field PLUS two (2) years of experience with a municipal parking system, preferably in a supervisory capacity; OR an equivalent combination of education, training, and experience may be considered.
