JOB DESCRIPTION
JOB TITLE: Manager, Data and Analytics FLSA STATUS: Exempt
DEPARTMENT: Data & Analytics
REPORTS TO: Vice President, Operations
AUTHORITY: Data Analyst II, Report Analyst
JOB SUMMARY: Responsible for processing structured and unstructured data, validating data quality, and developing and supporting data products. Plays a significant role in Agile planning, providing advice and guidance, and monitoring emerging technologies. Manages the EDI/IT and IT Operations teams assuring quality output of information.
ESSENTIAL JOB FUNCTIONS:
1. Oversees, coordinates and manages a department of professionals that are responsible for enterprise data management incorporating projects including but not limited to data warehousing, connecting all internal systems, data sources such as capitation, eligibility, MMR, MAO4, PPR, COB, authorization, claims, risk, quality measures, compliance reporting including ODAG, CDAG, SARAG, SNPCC, DHCS reporting, Exchange reporting.
2. Coordinate the technical assets of organization with the business intelligence and reporting needs.
3. Design, code, test, correct and document programs and scripts using agreed standards and tools to achieve a well-engineered result including building upon a technology stack to incorporate business reporting to automate dashboarding.
4. Derive an overall strategy of data management, within an established information architecture that supports the development and secure operation of existing and new information and digital services.
5. Exchange file transmission using specific layouts.
6. Plan effective data storage, security, sharing and publishing within the organization.
7. Gathers and processes raw, structured, semi-structured, and unstructured data using batch and real-time data processing frameworks.
8. Ensures data quality and implements tools and frameworks for automating the identification of data quality issues.
9. Collaborate with internal and external data providers on data validation providing feedback and making customized changes to data feeds and data mappings.
10. Mentor and lead assigned reports providing technical guidance and oversight.
11. Provides ongoing support, monitoring, and maintenance of deployed products.
12. Maintains regular and consistent attendance.
13. Adheres to Compliance Plan and HIPAA regulations.
14. Ability to develop IT capability within budgetary constraints.

POSITION REQUIREMENTS:
EDUCATION/EXPERIENCE:
· Bachelor’s degree in Computer Science or related field or equivalent combination of industry related professional experience and education. Master’s degree preferred in lieu of 3 years experience in increasing managerial roles.
· Strong experience with relational databases like SQL Server, MySQL and Vertica. NoSQL databases experience is a plus
· Strong background with data modeling, data access, and data storage techniques
· Experience with design, development, and implementation of highly scalable, high-volume software systems and components, source of truth systems for different business areas, developing and maintaining web services in an agile environment
· Working experience with Kafka Streaming layer
· Experience in Spark Framework on both batch and real-time data processing is a plus
· Experience in Big Data Integration & Analytics is a plus
· Experience in Supply Chain and Logistics data is a plus
