About This Position

POSITION SUMMARY

The primary responsibility of the Emergency Management Coordinator is to design, implement, and coordinate an ongoing emergency management program, pursuant to applicable Federal, State and local laws, rules and regulations as outlined in Wisconsin State Statutes 323 and Jackson County Ordinances; Reviews and recommends policy procedure updates and changes. The position of Emergency Management Coordinator performs functions and duties as directed by the Sheriff and Chief Deputy Sheriff. Approximately 100% is spent in Emergency Management Administration with 30% of this time being allotted to Emergency Planning & Community Right to Know Act (EPCRA) Grant Administration. The Emergency Management Coordinator is supervised by the Sheriff/Chief Deputy and has general oversight by the Law Enforcement Committee.
(Municipal and County):
  • Develops and promulgates emergency management plans for the County, including planning for joint action municipalities, consistent with the State plan of emergency management
  • Coordinates and assists in the development of non-joint action municipal emergency management plans within the County and integrate such plans with the County plan
  • Directs the County and joint action municipality emergency management programs.
  • Directs countywide emergency management training programs and exercises
  • Advises the State Administrator of Emergency Management of all emergency management planning for the County and render such reports as may be required by the Administrator
  • Directs the County and joint action municipalities in emergency management activities and coordinates the non-joint action municipal emergency management activities within the County in case of a state of emergency proclaimed by the Governor or the County, subject to the coordinating authority of the State Administrator
  • Performs such other duties relating to emergency management as may be required by the County Board
  • Directs the municipal emergency management organization
  • Develops, promulgates and integrates into the County plan, emergency management plans for the operating services of the municipality
  • Directs participation of the municipality in such emergency management training programs and exercises as may be required on the County level or by the State Administrator
  • Assists all administrative duties necessary for the rendering of reports and procurement of federal matching funds for each municipality requesting such funds
  • Directs the activities of the municipal emergency management organization in case of a state of emergency proclaimed by the County or the Governor
  • Updates and maintains Emergency Support Functions (ESF) as required by the state (currently known as Emergency Operations Plan - EOP)
  • Ensures compliance with the National Incident Management System (NIMS) as required by the state
  • Assists with coordinating, advising, and administering the activities of the Local Emergency Planning Committee (LEPC); coordinates with industry, businesses and public agencies, all activities to related emergency planning
  • Coordinates and maintains an ongoing grant program designed to provide the County with funding support for programs and to assist municipalities in the procurement of equipment or materials; assists in audit/review of grant requirements
  • Maintains records of emergency operation and recovery period to satisfy audit requirements.; prepares reports on such when necessary or directed
  • Recommends the annual budget and prepares an annual report on emergency management programs
  • Performs assessments and documents disaster damage; provides necessary reports to Wisconsin Emergency Management pursuant to required time frames; directs efforts of other agencies involved with post-emergency restoration activities; Review claims submitted by a local agency seeking reimbursement for actual reasonable expenses incurred under State Statutes 323 and County Code 6
  • Provides positive working relationships between the Jackson County Sheriff’s Office and all other municipal, county, state, and federal agencies as needed
  • Develops and coordinates programs and activities necessary for the implementation and administration of the Superfund Amendment and Reauthorization Act (SARA), also known as EPCRA
  • Serves on-call at all times to respond to emergencies; attends early morning, evening, and weekend meetings and events only as needed or directed
  • Reviews and recommends changes to department policy to comply with Federal, State, and County laws and regulations
  • Identifies and implements department training needs
  • Coordinates and records training; informs Chief Deputy Sheriff and/or Sheriff of all actions taken
  • Approximately 100% is spent in Emergency Management Administration with 30% of this time being allotted to EPCRA Grant Administration

Qualifications and Education Requirements
  • High School Diploma or equivalent
  • Associate’s Degree in Communications, Business or Public Administration, Public Relations, Emergency Planning, or related field; Bachelor’s Degree preferred
  • Six (6) years’ experience in emergency services, law enforcement, firefighting, emergency planning, and/or safety and security
  • Equivalent combination of education and experience may be considered

  • Knowledge of government organizations, at the State, Federal and Local levels. Laws, rules and regulations pertaining to emergency management operation, emergency communications systems, nature of hazardous materials and employee supervisory principles
