Job Title: Manager, Billing & Receipting

Unit: Finance

Reports To: Controller

FLSA Status: Exempt

Description

The Manager, Billing & Receipting is accountable for the timely and efficient execution of core financial services, including monthly billing and receipting. This leadership role oversees a team of subject matter experts and is responsible for driving process optimization, building cross functional collaborative relationships, identifying and mitigating operational risks, and fostering a robust financial control environment.

The manager plays a pivotal role in cross-functional collaboration, championing initiatives that enhance operational excellence through the strategic use of technology. Key areas of responsibility include billing and receipting operations, customer experience support, data analysis, compliance oversight, and quality assurance. Additionally, the role ensures strict adherence to Portico’s Governance, Risk, and Compliance (GRC) standards, reinforcing organizational integrity and accountability.


Key Responsibilities

Oversee core financial operations including member billing, payment allocation, account reconciliation, transaction analysis, adjustments, delinquency management, and collections.Design and execute billing and receipting strategies that support organizational objectives and enhance operational efficiency.Maintain subject matter expertise in benefit billing, receipting processes, customer inquiry resolution, and issue management.Partner with cross-functional teams to ensure accurate financial reporting and compliance across all benefit plans.Ensure operational performance meets defined service standards and satisfaction metrics for both employers and members.Effectively manage competing priorities across member-facing deliverables, process improvement initiatives, system issue resolution, and strategic projects.Promote a culture of innovation and continuous improvement by leading requirements gathering, scope definition, and solution development reviews.Proactively identify, document, and escalate system issues, data discrepancies, and procedural gaps through structured collaboration with internal stakeholders.Lead a team, providing guidance, performance feedback, and professional development.Understand and comply with all of Portico’s Governance, Risk, and Compliance standards (e.g. internal controls, regulatory compliance, policy compliance evidence retention) and promote these standards ina manner that is required of all managers.

Qualifications

Exceptional analytical and problem-solving capabilities, with a demonstrated ability to leverage data-driven insights to inform operational decision-making.Proven track record of managing complex, multi-faceted priorities while maintaining operational oversight and delivering results in a dynamic environment.Strong business acumen and people management skills with experience in coaching, mentoring, and developing high-performing teams.Demonstrated expertise in leading change initiatives and driving process optimization.Proficient in continuous improvement methodologies such as Lean, Six Sigma, or equivalent frameworks, with a focus on operational excellence and innovation.Learner mindset with a strong focus on operational efficiency.Proficiency in data-driven decision-making.Expertise in financial risk assessments, control identification, and process documentation.

Education

Bachelor’s degree in Accounting or related field MBA preferred

Certificates, Licenses, Registrations

Desirable Certifications: CTP, CPA, CMA

Experience:

5 or more years of experience in accounting, billing process management, or receivable management 3 or more years of demonstrated management and leadership experienceExperience in benefits and healthcare-related fields is preferredSAP experience preferred

Starting Pay Range: $136,000 – $150,000+ 10% incentive target
