Job Description

THOR Solutions is actively seeking a highly motivated Senior-Level Financial Analyst with experience using Navy Enterprise Resource Planning (Navy ERP) to support a program for the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT)’s Code 25 Undersea Warfare Combat Systems Department in Newport, RI. In this role, the chosen candidate will provide diverse financial analysis support services. Prior experience with Navy ERP is essential, and an ideal candidate will also possess experience with other Navy/NAVSEA/NUWC financial systems, tools, and processes.

This position supports a contract based in Newport, RI. May require frequent travel to RI worksite at NUWC Newport.

Typical responsibilities include:

  • Use, update, and maintain Navy, NAVSEA, and NUWC financial systems including:
    • Navy Enterprise Resource Planning (Navy ERP / N-ERP / NERP)
    • NAVSEA Enterprise Planning System (NEPS)
    • Automated Funding Document Acceptance (AFDA)
    • Enterprise Data Warehouse (EDW)
    • Computer Optimized Batch Reconciliation Application (COBRA)
    • Resource Allocation Planning Tool (RAPT)
    • Wide Area Workflow (WAWF)
    • Advancing Enterprise Analytics (ADVANA)
  • Develop and maintain project budgets and ERP budget structures, reports and management plans, and track projections.
  • Prepare analyses of Reimbursable Authority and Carryover projections.
  • Provide impact analysis related to Program Budgets and Project Plans baselines.
  • Prepare, review, and analyze Funding Documents.
  • Conduct Earned Value Management (EVM) analysis and reporting.
  • Create or improve standard processes for TPS submission.
  • Prepare weekly expenditure reports, fiscal year close-out and fiscal year start-up analyses, analysis of Continuing Resolution (CR) scenario-based impacts, and financial management reports associated with the operation of Service Cost Centers (SCC).
  • Research, identify, and provide recommended corrective actions associated with rejected or suspense financial transaction records.
  • Support general project management functions, including: generating project meeting documents; supporting updates in the Defense Travel System (DTS); entering visit requests in the Defense Information System for Security (DISS); and reviewing timekeeping data in Navy ERP.

Location: 
  • Onsite or hybrid from Newport, RI is preferred.
  • Candidate located in/around Washington, DC but able to remotely support and, as needed, travel to Newport RI may be considered.

Typical Physical Activity: Primarily desk/computer work in an office environment. May involve: repetitive motion.

Typical Pay Range: The anticipated pay for this position in the identified location(s) is $90,000 – $110,000/year. Actual compensation offered will be based upon individual factors including education, qualifications, and experience.

Existing SECRET Security Clearance Required: This position requires an existing active or interim Secret security clearance prior to hire. Only U.S. citizens are eligible for a security clearance; therefore, only current U.S. citizens will be considered for this position.
  • A candidate with especially strong, relevant Navy ERP experience but no current clearance may be considered, but a new clearance must be obtained prior to hire.

Required Knowledge, Skills, and Abilities:
  • Bachelor’s Degree in Business, Finance, Accounting, or a related business or technical field.
    • In lieu of a Bachelors degree, significant additional relevant experience and/or relevant financial/accounting training or certifications may be considered.
  • At least seven (7) years of recent, relevant professional experience providing financial support services in U.S. Navy/NAVSEA/NUWC/DoD environments, including:
    • Transacting and building budget structures within Navy ERP.
    • Generating funding burn rate reports.
    • Supporting TPS submission processes.
    • Budget planning and execution.
    • Earned Value Management (EVM) reporting.
  • Strong proficiency with:
    • Navy ERP
    • Microsoft Excel
  • Proficiency with most or all:
    • NEPS
    • AFDA
    • EDW
    • COBRA
    • RAPT
    • WAWF
    • ADVANA
  • Proficiency with common productivity software including Microsoft Office.
  • Strong communication and organizational skills.
