The Position:
This position is awaiting contract award.
We are seeking a high-caliber Senior Program / Project / Management Analyst designated as Key Personnel to drive strategic program analysis, test integration, and operational planning for the H-53 variants program at NAS Patuxent River.
In this critical role, you will bridge the gap between high-level program management and flight test execution.
You will utilize advanced analytical techniques to evaluate program objectives, track acquisition schedules, and coordinate flight test requirements across Integrated Product Teams (IPTs) to ensure the successful development and fielding of heavy-lift naval aviation assets.
Responsibilities:
- Coordinate complex Flight Test requirements within the program office’s Integrated Product Teams (IPTs), tracking testing milestones, test configurations, and evaluation assets.
- Utilize specialized Navy test tools—specifically iTEST and iREPORT—to manage test events, track execution metrics, and generate official reporting data.
- Apply advanced qualitative and quantitative analytic techniques to evaluate heavy-lift program objectives, identifying critical-path constraints and test-schedule risks.
- Critique and cross-reference operational test requirements, system execution statuses, program budgets, and master schedules to provide comprehensive risk assessments.
- Lead complex management, technical, or business case analyses to support structural program decisions, trade-off studies, and long-range flight test methodologies.
- Enforce and optimize government-instituted processes for configuration change control management, official milestone documentation, and technical data management lifecycles.
Qualifications:
- Must possess or be able to obtain a Department of Defense (DoD) Secret Security Clearance to access the airfield and military installation.
- Master of Arts (MA) or Master of Science (MS) degree from an accredited institution.
- Over 10 years of progressive experience in program analysis, defense acquisition, or project management performing the functional duties described above.
Desired Domain & Technical Expertise:
- 5+ years of demonstrated combined experience in DoD Developmental and Operational Test Pilot operations and/or comprehensive Test Planning.
- Direct experience working within a NAVAIR Program Management Office (PMA) structure.
- Proven proficiency utilizing specialized Navy aviation test systems: iTEST and iREPORT.
- High proficiency with the Microsoft Office Suite, explicitly utilizing Excel and PowerPoint for data analysis and leadership presentations.
