This is a strategic policy leadership role at a pivotal moment for wholesale electricity markets across the Western United States.
You will help shape the governance, market design, and regional coordination frameworks that will influence the energy system for decades to come.
The role focuses primarily on the development of a new regional Western electricity market organization and related initiatives, with opportunities to engage across other emerging market structures.
You will combine technical expertise, policy analysis, stakeholder engagement, and advocacy to advance market rules that support clean, reliable, and affordable energy.
Working with utilities, regulators, policymakers, industry members, and coalition partners, you will build consensus while advancing ambitious policy objectives.
You will also contribute to regulatory filings, technical analyses, communications, and strategic initiatives spanning transmission, resource adequacy, and market modernization.

• Lead the execution of organizational strategy related to Western wholesale electricity market development and associated regional initiatives, working closely with senior policy leadership.

• Develop and refine advocacy strategies addressing Western market expansion, governance, market design, and regional coordination.

• Serve as a credible and constructive representative in regional and state forums, building trusted relationships with utilities, regulators, market participants, policymakers, and industry stakeholders.

• Monitor and analyze emerging policy, regulatory, governance, and market developments affecting Western electricity markets and, as appropriate, regional transmission planning.

• Evaluate market design proposals and identify opportunities to strengthen policies and market structures on behalf of advanced energy stakeholders.

• Develop regulatory comments, testimony, policy briefs, technical analyses, and other advocacy materials based on legal, economic, engineering, and policy considerations.

• Prepare clear and timely updates for members, partners, and other stakeholders regarding significant market and regulatory developments.

• Organize the distributed energy resources (DER) sector within a regional stakeholder representatives committee, working with member and non-member organizations to establish effective sector structures and processes.

• Support the selection of a DER sector representative and participate in stakeholder committee processes, potentially serving as the sector representative when appropriate.

• Monitor and engage in regional transmission planning initiatives and assess their intersection with wholesale market development and design.

• Build and maintain strong relationships with policymakers, utilities, market operators, member companies, coalition partners, and other relevant stakeholders.

• Coordinate with coalition allies to advance shared policy objectives and develop constructive approaches to complex market and regulatory issues.

• Collaborate with internal policy teams to ensure consistent advocacy and alignment between regional market strategies and state-level policy priorities.

• Support related initiatives involving transmission planning, resource adequacy, interconnection reform, and wholesale market modernization.

• Partner with communications teams to identify opportunities for public engagement, earned media, webinars, blogs, press statements, and other external-facing activities.

• Mentor junior team members and contribute to broader organizational strategy and planning.

• Travel as needed, up to approximately 25%, for stakeholder meetings, conferences, coalition activities, and other regional engagements.

• Bachelor’s degree in economics, engineering, public policy, law, environmental policy, or a related field; an advanced degree is preferred, although additional relevant market experience may be considered in lieu of an advanced degree.

• At least 5 years of professional experience in energy policy, including experience with wholesale electricity markets, utility regulation, transmission, or related areas.

• Knowledge of Western wholesale electricity markets and regional market design is strongly preferred.

• Strong analytical capabilities, with experience applying legal, economic, engineering, or other structured frameworks to develop persuasive policy positions.

• Excellent writing and presentation skills, with the ability to translate complex technical and regulatory topics into compelling materials for varied audiences.

• Strong interpersonal and relationship-building skills, with the ability to establish credibility and collaborate effectively with policymakers, regulators, utilities, industry representatives, and coalition partners.

• Excellent verbal and written communication skills.

• Entrepreneurial mindset with the initiative to identify opportunities, develop solutions, and take ownership of complex projects.

• Starting salary of $95,000.
