Challenging Projects:

As a C4ISR Analyst with JCTM, you will provide all-source intelligence analysis supporting MCIA and Department of Defense intelligence requirements. You will conduct research and analysis using intelligence and information from multiple sources to assess, interpret, forecast, and explain foreign C4ISR and Intelligence, Surveillance, and Reconnaissance (ISR) capabilities and developments. You will independently structure complex analysis, integrate reporting from multiple intelligence disciplines, identify trends and intelligence gaps, and develop concise, insightful defense intelligence products that help decision-makers understand potential impacts to U.S. maritime, ground, air, and communications operations.

Key Responsibilities:

• All-Source Intelligence Analysis: Conduct comprehensive analysis using intelligence and information from multiple sources to assess, interpret, forecast, and explain national security issues and developments that are regional or functional in nature.
• ISR Capability Assessment: Conduct research to determine current and future foreign Intelligence, Surveillance, and Reconnaissance (ISR) capabilities using SIGINT, GEOINT, OSINT, HUMINT, and other relevant intelligence sources.
• Detection Capability Analysis: Analyze foreign capabilities and limitations to detect, identify, track, and characterize U.S. maritime, ground, and air activities and communications.
• Early Warning Analysis: Conduct temporal analysis to determine foreign early warning capabilities, response timelines, and potential implications for U.S. military operations.
• Technology Transfer Analysis: Follow and assess technology transfer, its military impact, and the ability of recipient actors to assimilate, integrate, and employ transferred technology.
• Acquisition and Modernization Analysis: Monitor foreign ISR acquisition and modernization trends and assess their impact on U.S. military operations.
• Complex Analytic Assessment: Structure analysis based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines. Communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, or technically advanced.
• Structured Analytic Techniques: Apply complex analytic methodologies and structured analytic techniques to examine biases, assumptions, competing theories, and alternative outcomes. Techniques may include Analysis of Competing Hypotheses, Devil’s Advocacy, High-Impact/Low-Impact Analysis, Red Team Analysis, and Alternative Futures Analysis.
• Intelligence Collection Support: Evaluate collected intelligence reporting, understand intelligence collection capabilities and limitations, engage with collection managers, identify intelligence gaps, and assist in developing collection requirements.
• Research and Data Management: Develop structured research by obtaining, evaluating, organizing, synthesizing, and maintaining information in accordance with applicable security, classification, and data-handling protocols.
• Analytic Judgment: Recognize nuances, contradictions, and inconsistencies in reporting; develop sound and logical analytic conclusions; defend analytic judgments; and adapt assessments when presented with new information, evolving conditions, or unexpected developments.
• Intelligence Production: Develop timely, logical, concise, insightful, and comprehensive analytic reports, assessments, studies, briefings, matrices, and other defense intelligence products using Microsoft Office and other approved electronic or web-enabled formats.
• Collaboration and Information Sharing: Collaborate with Intelligence Community members and mission partners to share information, drive collection, integrate intelligence disciplines, and address analytic disputes or conflicting assessments.
• Analytic Leadership: Lead or support teams researching multifaceted or critical intelligence problems and provide guidance in selecting, designing, and applying appropriate analytic methodologies.

You Have:

• Active TS/SCI security clearance
• Bachelor's degree in a related field (or 4 additional years of relevant experience in lieu of a degree).
• 8+ years of experience conducting analysis relevant to the C4ISR/all-source intelligence mission area, with at least a portion of that experience occurring within the last 2 years
• Comprehensive mission knowledge and skills demonstrating completion of the developmental training and experiences required for the labor category
• Demonstrated working knowledge of the concepts and functions associated with all-source intelligence and C4ISR analysis
• Knowledge of and demonstrated ability to apply Intelligence Community and Department of Defense classification guidelines and procedures
• Demonstrated ability to work independently with minimal oversight and direction
• Ability to use logic when evaluating and synthesizing multiple sources of information
• Ability to interpret analysis and clearly identify its meaning, importance, implications, and potential operational impact
• Ability to defend analytic judgments using sound, logical conclusions and adapt those judgments in response to new information, evolving conditions, or unexpected developments
• Ability to communicate understanding derived from information that may be incomplete, indirect, highly complex, seemingly unrelated, or technically advanced
• Ability to structure analysis based on reporting trends and analytic perspectives from multiple analysts, organizations, and intelligence disciplines
• Ability to recognize nuances and resolve contradictions and inconsistencies in intelligence reporting
• Working knowledge of complex analytic methodologies and structured analytic techniques, including approaches such as Analysis of Competing Hypotheses, Devil’s Advocacy, High-Impact/Low-Impact Analysis, Red Team Analysis, and Alternative Futures Analysis
• Understanding of intelligence collection capabilities and limitations, including technical sensors, platforms, and human intelligence sources relevant to the mission area
• Understanding of how to evaluate collected intelligence reporting, engage with collection managers, and develop collection requirements
• Ability to collaborate with Intelligence Community members on information sharing, collection requirements, analytic disputes, and conflict resolution
• Ability to develop concise, insightful, and comprehensive products for defense intelligence
• Ability to lead teams researching multifaceted or critical problems and provide guidance in selecting, designing, and applying analytic methodologies
• Ability to use argument evaluation and validated analytic methodologies to challenge differing analytic perspectives
• Ability to produce timely, logical, and concise analytic reports, documents, assessments, studies, briefing materials, matrices, and web-enabled products
• Strong written and verbal communication skills, including the ability to communicate complex issues clearly, concisely, and in an organized manner

• Ability to develop structured research by obtaining, evaluating, organizing, and maintaining information in accordance with applicable security and data protocols
• Ability to work on-site in Quantico, VA in support of MCIA mission requirements

Nice to Haves:

• Previous experience supporting Marine Corps Intelligence Activity (MCIA), the Marine Corps Intelligence Enterprise, or another Defense Intelligence organization
• Experience analyzing foreign ISR sensors, collection platforms, command-and-control networks, communications systems, or integrated C4ISR architectures
• Experience conducting intelligence analysis related to maritime, ground, air, space, or electromagnetic-spectrum operations
• Familiarity with foreign military acquisition, modernization, research and development, and technology-transfer processes
• Experience conducting indications and warning, temporal analysis, or analysis of foreign early-warning capabilities
• Familiarity with Intelligence Community analytic standards and defense intelligence production processes
