Job Description
Under general supervision, independently conducts field inspections, checks construction alteration or repair of buildings and other structures; initiates enforcement action; works with developers, architects and contractors to maintain code requirements, and performs other related duties as required. This position is journey level class in which incumbents are expected to independently perform the full scope of assigned duties. Requires advanced skills, knowledge and abilities. Expected to perform assigned duties with limited instructions.

Education and/or Experience:
- High school diploma or equivalent
- 5 years of building inspection experience with a public agency (preferred), OR
- Experience in building trades (2 years trade experience = 1 year inspection experience)

Disaster Service Workers:
Under California Government Code Sections 3100 - 3109, public employees are designated as disaster service workers. The term "public employees" includes all persons employed by the state or any county, city, state agency, or public district. Disaster service workers are required to participate in such disaster service activities as may be assigned to them by their employer or by law. The employees working for the City of Rancho Mirage take this responsibility seriously. Disaster plans are continuously being evaluated, drills are scheduled, and employees engage in training where they practice executing emergency support services.
ADA and Other Requirements:
Positions in this classification typically require sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, and squatting, stooping, crouching, grasping and making repetitive hand movements in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry, and push tools, equipment and supplies weighing 50 pounds or more is also required.
In addition, the incumbent in this outdoor position works in all weather conditions, including wet, hot, and cold with extreme sun exposure. Incumbents may be subjected to moving mechanical parts, electrical currents, vibrations, fumes, odors, dusts, gases, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting, work space restrictions, intense noises, travel and environmental conditions such as disruptive people.

Examples of Duties:

- Performs inspections of various phases of residential and commercial building construction for compliance with the various building codes.
- Code violation report writing.
- Field checks electrical, plumbing, mechanical and structural construction, interprets site plans and layouts of residential and commercial buildings for proper installation and use of materials to ensure compliance with appropriate codes and city-imposed conditions of approval.
- Checks and approves building plans and specifications for residential and commercial structures to ensure compliance with applicable building and zoning codes. Verifies compliance of city-imposed conditions of approval. Issues building and related permits for construction activities and occupancy uses within the City. Maintains records, conducts research and performs related clerical duties.
- Inspects and approves work at each of the required stages of construction. Documents inspections and orders corrective action as necessary. Performs final inspections for compliance with pertinent laws, regulations and codes. Investigates code violations and posts "Stop Work" notices when required; prepares reports of findings.
- Advises and interprets codes to contractors, architects, and the general public as required.
- Makes studies and investigations of such problems as converting the use of a building, condemning a building, or bringing a violation case to prosecution; prepares reports of findings and recommends departmental action.
- Inspects and approves the installation of mobile homes and accessory structures.
- Enforces City of Rancho Mirage Municipal Code and may be required to conduct investigations of various municipal code violations.
- Performs other duties of similar nature and level as assigned to address organizational needs and changing organization practices.
Education and/or Experience:
- High school diploma or equivalent
- 5 years of building inspection experience with a public agency (preferred), OR
- Experience in building trades (2 years trade experience = 1 year inspection experience)
Licensing/Certifications:
- Possession or ability to obtain an appropriate California driver's license and a satisfactory driving record.
- Certification through the International Code Council as a Residential or Commercial building inspector required within the probationary period.
- ICC or ICBO plans examiner certification desirable
Knowledge, Skills & Abilities:
- Operations, services and activities of a municipal building inspection program.
- Proficiency in modern Office software and city systems including Microsoft Office Suite (Word, Excel, Outlook); permitting and inspections software (EnerGov); document management systems (Laserfiche); and the ability to learn new software platforms as required.
- Methods and techniques of building construction and building inspections.
- Pertinent codes and ordinances related to building, plumbing, electrical, mechanical, energy codes and ADA compliance requirements.
- Principles and procedures of record keeping.
- Modern office procedures, methods and equipment including computers.
- Occupational hazards and standard safety practices.
- Read and interpret complex and difficult building plans and specifications.
- Perform building inspections and detect deviations from plans and specifications.
- Interpret, explain and enforce applicable building codes and ordinances.
- Understand and follow oral and written instructions.
- Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors and City staff.
- Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
- Ability to communicate clearly and concisely, both orally and in writing, using proper spelling, grammar and punctuation.
- Ability to establish and maintain effective working relationships with coworkers, elected and appointed officials, applicants, members of the general public, and others who are typically encountered on a daily basis.
- Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties.
