Job Description

The Writer SME provides senior-level writing, editorial, storytelling, and communications support for a Communications and Outreach program supporting executive leadership, technical subject matter experts, workforce engagement initiatives, stakeholder outreach activities, and public-facing communications efforts.

This role is responsible for researching, developing, writing, and coordinating a wide variety of communications products that translate complex technical, scientific, operational, and organizational information into clear, compelling, and audience-focused content. The Writer SME works closely with leadership, program personnel, technical experts, communications specialists, and external stakeholders to identify impactful stories, develop strategic messaging, and support organizational awareness and engagement objectives.

The Writer SME also supports media outreach, story pitching, newsletter development, and stakeholder communications activities that increase visibility, strengthen engagement, and promote awareness of organizational priorities, accomplishments, and mission impact.

Place of Performance: Remote (occasional travel to client site at Coast Guard HQ, Washington, DC or off-site events)

Key Responsibilities

Writing & Content Development

  • Research, draft, edit, and coordinate high-quality communications products supporting organizational outreach, stakeholder engagement, workforce communications, and executive communications initiatives.

Stakeholder communications

  • Produce both short-form and long-form content tailored to diverse audiences, including executive leadership, technical personnel, workforce stakeholders, external partners, media representatives, and public audiences.
  • Translate complex technical, scientific, operational, cybersecurity, data, or policy-related information into accessible and engaging narratives that support organizational understanding and awareness.
  • Conduct interviews with leadership, technical SMEs, researchers, program personnel, and stakeholders to gather information and develop compelling stories and communications products.

Story Development & Strategic Messaging

  • Identify, research, and develop compelling stories that highlight organizational accomplishments, innovation, mission impact, workforce achievements, technology transitions, research outcomes, and stakeholder success stories.
  • Collaborate with leadership and subject matter experts to uncover story opportunities that align with strategic communications objectives and organizational priorities.
  • Develop messaging frameworks, narrative themes, and communications approaches that support organizational awareness, stakeholder engagement, and outreach initiatives.
  • Support strategic storytelling efforts that communicate mission value, program outcomes, and organizational impact to internal and external audiences.

Newsletter & Editorial Communications Support

  • Lead or support development of recurring newsletters and editorial communications products that serve as authoritative sources of information for stakeholder communities.
  • Develop editorial calendars, story pipelines, content schedules, and communications plans supporting recurring outreach activities.
  • Coordinate content collection, article development, editing, stakeholder review, and publication activities associated with newsletters and recurring communications products.
  • Maintain consistency in messaging, tone, branding, and editorial quality across communications channels and publications.

Media Outreach & Story Pitching Support

  • Research and identify opportunities to promote organizational accomplishments, events, innovations, demonstrations, and mission outcomes through earned media and stakeholder engagement channels.
  • Draft media pitches, story proposals, article abstracts, and outreach materials supporting organizational visibility and awareness objectives.
  • Support proactive outreach efforts to industry publications, professional organizations, media contacts, trade associations, podcast hosts, conference organizers, and stakeholder communities.
  • Coordinate with Public Relations personnel and communications leadership to support media engagement opportunities and external communications activities.
  • Assist with development of contributed articles, executive thought leadership content, feature story submissions, and external publication opportunities.

Stakeholder Engagement & Outreach Support

  • Support communications campaigns, workforce engagement efforts, stakeholder outreach initiatives, and awareness activities through development of compelling written content.
  • Collaborate with communications teams, leadership stakeholders, designers, multimedia personnel, and web/content managers to support integrated communications efforts.
  • Assist with planning and execution of communications activities supporting conferences, workshops, demonstrations, stakeholder engagements, town halls, and outreach events.
  • Support audience engagement efforts through development of targeted content tailored to specific stakeholder groups and communications objectives.

Communications Research & Analysis

  • Conduct background research, stakeholder interviews, document reviews, and information gathering activities supporting communications product development.
  • Synthesize complex information from multiple sources into concise, audience-appropriate communications products.
  • Assist with tracking communications performance, audience engagement, content effectiveness, and stakeholder feedback to support continuous improvement efforts.
  • Support maintenance of story inventories, editorial calendars, content repositories, and communications planning documentation.

Required Qualifications

  • Bachelor’s degree in a related field (or equivalent experience).
  • Demonstrated experience developing strategic communications products in support of Federal Government, public sector, technology, research, cybersecurity, data, or enterprise programs.
  • Exceptional writing, editing, and storytelling skills with demonstrated ability to produce both long-form and short-form content.
  • Experience drafting feature articles, newsletters, executive communications, stakeholder communications, and organizational messaging products.
  • Experience interviewing subject matter experts and translating complex information into accessible content for diverse audiences.
  • Experience supporting communications campaigns, outreach initiatives, stakeholder engagement efforts, or workforce communications activities.
  • Strong research, analytical, and content synthesis capabilities.
  • Ability to manage multiple assignments and deadlines in a fast-paced, collaborative environment.

Desired Qualifications

  • Experience supporting communications related to science, technology, cybersecurity, homeland security, research and development, innovation, or organizational transformation initiatives.
  • Experience supporting media outreach, article pitching, publication development, earned media activities, or external communications initiatives.
  • Experience developing newsletters, editorial calendars, and recurring communications products.
  • Familiarity with digital communications channels, web content development, social media content support, and integrated communications campaigns.
  • Experience supporting executive communications, stakeholder engagement, and high-visibility leadership initiatives.
  • Knowledge of Federal communications environments and organizational change communications best practices.
