Role Overview

The Grant Framework Administrator will provide essential support for the TBID/TOT Dollars at Work program including but not limited to planning, coordination, reporting, and implementation of grant-funded projects and initiatives of the TOT-TBID Dollars at Work Program that align with NTCA's mission. This role involves administrative, project management, and communication responsibilities, ensuring that key stakeholders are informed, tasks are completed efficiently and on schedule, and grant-related documentation is maintained accurately. The administrator will collaborate closely with internal teams, grant recipients, grant applicants, community stakeholders, and external partners to help advance the NTCA's economic, environmental, and community stewardship goals.

Core Responsibilities & Duties

  • Lead the strategic implementation of the TBID/TOT Dollars at Work program, ensuring alignment with NTCA's mission and objectives.
  • Exercise independent judgment and decision-making in the development, management, and oversight of grant management platform (Submittable)
  • Develop and implement grant cycle processes, including strategic planning, program evaluation, and outcome reporting.
  • Represent NTCA as a liaison with stakeholders, grant recipients, and community partners, fostering collaborative relationships to support program success.
  • Analyze and synthesize data to provide high-level recommendations for NTCA leadership on funding priorities and program impacts.
  • Manage the grant management platform (Submittable), ensuring efficient operations and compliance with grant framework standards.
  • Provide strategic insights and leadership in the preparation of agendas, presentations, and materials for NTCA Board and committee meetings.
  • Design and implement communication strategies in partnership with the marketing team to ensure clear and consistent updates on grant programs and initiatives.
  • Develop and monitor budgets for grant-funded projects in collaboration with the finance team, ensuring compliance with funding requirements and financial sustainability.
  • Research and propose new funding opportunities to enhance the scope and impact of NTCA's initiatives.

Administrative Support

  • Become the staff lead, in our grant management platform, Submittable, responsible for facilitating the grant cycle process including but not limited to tracking applications, awards, and status of grant implementation and grant reporting on regular cadence.
  • Assist staff in organizing and presenting grant data at meetings, workshops, and community forums, including TBID Advisory, Zone 1, TOT Advisory, NTCA Board of Director meetings, and education workshops.
  • Help to prepare agendas, presentation slides, and follow-up materials for all meetings.
  • Help to maintain detailed records of grant contracts, funding schedules, project progress, and utilizing the Submittable platform to extract data for reporting and accountability standards
  • Project Management Assistance:
  • Track and monitor the status of grant-funded projects, ensuring timelines, budgets, and key deliverables are met.
  • Support the preparation and execution of the grant cycles of TOT-TBID Dollars at Work Program.
  • Help manage feedback and implementation of feedback in future cycles of the TOT-TBID Dollars At Work Program.

Communications & Stakeholder Engagement:

  • Coordinate with the marketing team to develop project updates, public announcements, and other communication materials.
  • Facilitate the flow of information between NTCA leadership, stakeholders, and community partners.

Research & Data Support:

  • Assist in research on funding opportunities, community needs, and project outcomes in areas such as workforce housing, transportation, and tourism impact mitigation.
  • Assist with gathering and analyzing data for grant applications, project KPIs, and program evaluation.

Budget & Finance Coordination:

  • Support the tracking of project expenses, grant disbursements, and funding allocations in collaboration with the NTCA accounting team.
  • Work with the finance team to ensure grant disbursement and future budgets are functioning well.

Other Duties as Assigned:

Participate in NTCA initiatives that promote diversity, equity, and inclusion within the organization.

Provide additional support on duties and tasks assigned.

Required Skills & Qualifications

  • Proven ability to exercise discretion and independent judgment in project management and decision-making.
  • Demonstrated leadership skills with experience in managing complex programs or initiatives.
  • Proficiency in strategic planning, data analysis, and program evaluation.
  • Minimum 5 years of experience in grant administration, program management, or a related field.
  • Bachelor's degree in public administration, Business Administration, Non-Profit management, Communications, or a related field preferred; equivalent experience accepted.
  • Strong organizational and time management skills
  • Excellent verbal and written communication abilities
  • Basic understanding of project management and grant application processes
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint), Google Workspace, and other platforms such as Submittable, Monday, etc. desired
  • Ability to work independently and collaboratively in a fast-paced environment
  • 2-3 years of experience in an administrative, project coordination, or similar support role preferred
