Job Title: Director of Development – Real Estate

Reports To: Vice President of Real Estate

Salary: $140,000 - $150,000

Position Summary: The Real Estate Development (RED) Director performs a range of duties managing the development and construction process from sourcing thru lease-up of RMC affordable housing projects. The RED Director serves as the chief “point-of-contact” for all involved in the financing, development, and construction of RMC projects, including consultants, and has partial oversight of RMC Associate Project Manager. The RED Director must demonstrate a capacity and track record of managing complex projects with minimal oversight; they will report to RMC’s VP of Real Estate, who will be responsible for helping to establish strategic direction and prioritization of future development activity along with RED Director and other RMC leadership.

Primary Responsibilities:

  • Provide direct oversight of affordable housing developments, including but not limited to: site control, planning and design work, entitlements, predevelopment and development financing, construction, and lease-up, all while adhering to project timelines, tracking and reporting on project progress, and building and sustaining internal and external relationships
  • Build community support and coordinate with various internal and external stakeholder groups
  • Supervise architects, contractors, consultants, and other development team members
  • Ensure projects delivered on time and within budget
  • Assist the VP Real Estate in identifying acquisition opportunities, including defining each project’s services program; developing acquisition and funding options; and evaluating overall project feasibility
  • Oversee the negotiation of all major agreements and financing documents, including limited partnership agreements, loan documents, construction contracts, architectural agreements, and property management agreements
  • Work closely and effectively with VP Real Estate to create plans and agreements, define each project’s target population and unit mix, and incorporate design recommendations
  • Support junior real estate development staff to be effective and technically excellent
  • Build and maintain positive and effective relationships with external partners
  • As an in-house development expert, maintain a working knowledge of significant developments and trends in the field
  • Work with the VP Real Estate to report to the CEO, Board of Directors, and RE Development Committee, on the progress of development projects and to secure approval of new projects
  • With the support of VP Real Estate, establish relevant departmental policies and procedures that promote high-quality products and an effective work environment
  • Serve as an articulate, visible and effective spokesperson for the organization and its projects

Qualifications:

  • Technically proficient in all aspects of affordable housing real estate development, including finance, entitlement and design, construction, lease-up and operations
  • Direct experience in the fields of affordable housing development, affordable housing finance, including the Low Income Housing Tax Credit (LIHTC), public activity bonds, tax-exempt financing, conventional residential multifamily loans
  • Local programs knowledge/expertise through the Colorado Department of Local Affairs (DOLA) and City-specific programs in Denver and other Front Range communities highly preferred
  • Knowledge of federal funding/financing including HUD financing and operating support, CDBG, and HOME programs
  • Able to analyze complex data, perform sophisticated analysis, and make appropriate recommendations and decisions
  • Excellent interpersonal skills and team-building spirit

  • Well-organized and detail-oriented, with excellent analytical skills
  • Proficient in sophisticated real estate finance analysis using Excel, project management software, and word processing software
  • Demonstrated success as an effective people manager; proficiency in motivating, inspiring, and coaching junior development staff
  • Good presentation skills- excellent oral and written communication skills
  • A minimum of seven years’ experience in housing development, business, finance, urban planning or a related field, preferably for a non-profit, government agency or private financial institution

Other Knowledge, Skills and Abilities:

  • Excellent organizational skills and ability to manage multiple tasks
  • Ability to manage conflicting priorities is essential to the success of the position
  • Ability to establish and maintain effective working relationships at all levels of the organization; critical strategic partner for VP of RE
  • Demonstrated relationship management experience and proficiency
  • Ability to effectively represent RMC interests with multiple audiences, exercises independent judgement and discretion
  • Ability to read and write reports, policies, and procedures as well as produce reports and presentations to the target audience
  • Knowledge of Fair Housing rules and regulations
  • Expertise in at least one of real estate financing, project management, and construction preferrable, working knowledge of principals of asset management

Subjected to outside environmental conditions.
