POSITIONOVERVIEW:
Under thedirection of the Airport Director, independently performs professional fiscalanalysis involving the Airport's operating and capital financial activities,including budget preparation, review and monitoring; analysis of expendituresand revenues; grants and contracts; financial reporting; and maintenance offiscal records. The position works closely with the County Chief FinancialOfficer and Office of the Chief Financial Officer to ensure Airport financialactivities are properly coordinated with County fiscal requirements, policies,and procedures.
SUMMARY:
The SeniorFiscal Analyst serves as a key professional fiscal resource to Airportadministration, providing analytical, evaluative, and interpretive support forthe Airport's operating and capital finances. The position works closely withthe County Chief Financial Officer and Office of the Chief Financial Officer onbudgeting, accounting, financial reporting, grants, contracts, procurement,revenues, expenditures, and internal controls.
The SeniorFiscal Analyst analyzes financial activity to identify trends, variances,discrepancies, funding concerns, and compliance issues; assists with budgetpreparation and monitoring; prepares financial reports, projections, andrecommendations; and reviews financial documentation to ensure funds areproperly accounted for and used in accordance with County requirements andapplicable contractual, legal, and funding requirements.
Theposition also coordinates financial documentation associated with Countypurchasing, accounts payable, grant administration, contracts, leases, andmatters presented to the Board of County Commissioners. The employee exercisesindependent professional judgment within established policies and proceduresand refers highly complex, sensitive, or policy-level matters to the AirportDirector and County Chief Financial Officer, as appropriate.

ESSENTIALDUTIES AND RESPONSIBILITIES:
FiscalAnalysis and Budget Administration
- Serves asa professional fiscal resource to the Airport Director and workscollaboratively with the County CFO and the CFO's Office on budgetary,financial, contractual, grant-related, procurement, revenue, and expenditurematters.
- AnalyzesAirport expenditures, revenues, administrative and operating costs,encumbrances, and available balances to identify variances, trends,discrepancies, funding concerns, and other issues affecting Airport operations.
- Assistswith the preparation, review, monitoring, and administration of the Airport'soperating and capital budgets and prepares related analyses, projections,summaries, and recommendations.
- Determineswhether sufficient funds and appropriate budget authorizations are availablebefore financial obligations are processed.
- Assistswith year-end financial activities, including reviewing open obligations,preparing accruals, and reconciling partially completed contracts.
Grants,Contracts, and Compliance
- Reviewsgrants, funding agreements, contracts, leases, and related documents toidentify allowable expenditures, funding restrictions, reporting requirements,deadlines, and other fiscal obligations.
- Monitorsand analyzes grant and contract expenditures to determine whether funds areused in accordance with applicable terms, legal requirements, and Countypolicies.
- Auditsfinancial records and supporting documentation to confirm the proper use offunds and ensure records are ready for review by County officials, auditors,and funding agencies.
- Assistswith grant reports, reimbursement requests, expenditure certifications,financial statements, and supporting schedules.
- Identifiesquestioned costs, missing documentation, unallowable expenses, and othercompliance concerns and recommends corrective action.
FinancialOperations and Reporting
- Reviewsinvoices, vouchers, billing statements, purchase orders, and supportingdocumentation for accuracy, authorization, proper account coding, availablefunding, and compliance with County requirements.
- Investigatesdiscrepancies involving invoices, payments, account records, purchase orders,or supporting documentation and coordinates resolution with vendors and Countydepartments.
- Preparesfinancial transactions and supporting packages for submission to CountyAccounts Payable and monitors outstanding payments and obligations.
- ReconcilesAirport financial records with the County accounting system and reviewsjournals, ledgers, subsidiary accounts, and transaction reports for accuracyand completeness.
- Preparesmonthly and periodic reports, statements, analyses, and summaries concerningAirport expenditures, revenues, grants, contracts, obligations, and budgetstatus.
Procurementand Board Documentation
- Reviewsprocurement documents, contracts, purchase orders, and related financialrecords for proper authorization, sufficient funding, and required supportingdocumentation.
- Assistswith bid documentation, procurement forms, financial certifications, andrelated materials in coordination with County Purchasing and the CFO's Office.
- Preparesand reviews financial and supporting documentation for matters presented to theBoard of County Commissioners, including contracts, grants, leases, purchases,and related Airport actions.
- Coordinateswith the CFO's Office, County Purchasing, County Administrator's Office, andother County departments to complete submissions and resolve questionsregarding pending Board items.
- Maintainscurrent tracking records for contracts, purchase orders, resolutions, Boardsubmissions, deadlines, approvals, and outstanding documentation.
RevenueRecords and Coordination
- Monitorsand analyzes Airport revenue, including tenant payments, leases, fees,reimbursements, and other receipts, and investigates discrepancies, latepayments, and outstanding balances.
- Maintainsaccurate and organized financial records for revenues, expenditures, grants,contracts, leases, procurement activity, and Board submissions.
- Respondsto fiscal inquiries and coordinates with Airport administration, the CFO'sOffice, other County departments, vendors, tenants, consultants, auditors, andfunding agencies.
- Preparesroutine fiscal correspondence and explanatory materials and refers significantfinancial, contractual, compliance, or policy matters to the Airport Directorand County CFO, as appropriate.
- Learns andutilizes the electronic, manual, and computerized information systems used bythe Airport and County.
REQUIREMENTS:
NOTE: Applicants must meet one ofthe following or a combination of both experience and education. Thirty (30)semester hour credits are equal to one (1) year of relevant experience.
Six (6)years of professional experience in the collection, analysis, evaluation andpresentation of financial data used to provide an accurate accounting ofadministrative and operating costs and the preparation of reports containingconclusions and recommendations for a private business or government agency.
OR
Possessionof a bachelor's degree from an accredited college or university; and two (2)years of the above-mentioned professional experience.
OR
Possessionof a Master's degree from an accredited college or university in BusinessAdministration, Public Administration, Accounting or Finance; and one (1) yearof the above-mentioned professional experience.

LICENSE:
Appointeeswill be required to possess a driver's license valid in New Jersey only if theoperation of a vehicle, rather than employee mobility, is necessary to performthe essential duties of the position
