Description:
The Court Services and Offender Supervision Agency (CSOSA) seeks a Financial Systems Consultant to provide expert technical support and strategic guidance for federal financial management and procurement systems within the Washington, DC metropolitan area.
*This position is contingent upon contract award.*
Responsibilities:
- Proven management experience within federal agency environments.
- Comprehensive knowledge of Federal Shared Services Providers (SSPs), federal financial management and procurement systems, and federal reporting mandates.
- Management of system enhancements in collaboration with SSPs and small federal agencies.
- Analysis and reaffirmation of user requirements; definition and documentation of new requirements as warranted.
- Application of federal financial management procedures and procurement controls to ensure compliance, integrity, and operational efficiency.
- Expertise with federal procurement reporting requirements and systems, including the Data Act and Federal Procurement Data System – Next Generation (FPDS-NG).
- Oversight of reporting, interface management, data conversions, system extensions, and workflow administration.
- Research and reconciliation of procurement data from multiple sources to ensure accuracy, consistency, and completeness.
- Advanced analytical and problem-solving capabilities, with the ability to diagnose and resolve complex system issues.
- Exceptional written and oral communication skills, including the ability to produce comprehensive reports and deliver presentations.
- Proficiency in standard office software applications, such as Microsoft Word and Microsoft Excel.
- Strong organizational and administrative skills.
- Familiarity with Federal G-Invoicing system (strongly preferred).
- Ability to liaise effectively with internal and external stakeholders.
- Other duties as assigned.
- Minimum of seven (7) years of verifiable experience in federal financial management operations.
- Direct engagement with financial management, program office, and procurement staff to resolve system-related issues.
- Must be a US citizen with ability to pass a Court Services and Offender Supervision Agency (CSOSA) background investigation. Additional background investigations may be required as part of the position requirements.
- At least three (3) years of substantive experience with Oracle Federal Financials (OFF).
- Minimum one (1) year of continuous, day-to-day operational interaction with agency stakeholders.
- Documented record of successful system enhancement implementations.
