ESSENTIAL FUNCTIONS: This exempt position will report to the Section Manager. The position supervises E-OMS employees involved in operations, maintenance and/or testing. Provides oversight of day-to-day activities/personal involved with Fixed Target (FTGT) scheduled resource in CSE, test support requirements as well as maintenance of infrastructure and grounds located on Eglin AFB. This applicant will be required to plan for and coordinate with other sites for resource requirements possible including range support, land, air and safety profiles. Advanced knowledge of the PIMS Service Order module required, including writing work orders and performing estimates. Will use Resource Allocation Management (RAM) to integrate with CSE and PIMS to schedule correctly trained/qualified personal to schedule mission and directive support. Works independently with some support from higher level supervisors or members of management. This supervisor plans, prioritizes and assigns work; implements policies and procedures; recommends improvements in operations, testing and/or maintenance methods; equipment operating procedures and working conditions. Incumbent must exercise discretion and independent judgment in resolving problems, to ensure adequate safety at all times. This applicant will be required to plan for, and coordinate with, other sites for resource requirements including range support, land, air, and safety profiles.
GENERAL DUTIES:
- Review of customer requirements; preparation of estimates, material lists, labor requirements and completion times.
- Determines scope of work for programs; prepares formal documentation describing overall support as it applies to sub-contracting work and writing work orders for internal support.
- Works with internal and Government customers to maintain project schedules and provides recommended corrections to schedule(s) as required.
- Monitors spending to ensure costs are projected to be on budget.
- Responsible for preparation of: Statements of Work (SOW), Requests for Quotation (RFQ) and/or Requests for Proposal (RFP) when required, or when sub-contracting out work.
- Uses discretion and independent judgment to interpret project support requirements.
- Provides formal briefings and status updates to senior management and/or customers as required.
- Formulates and executes daily work schedules and assigns employees and teams as needed to accomplish daily tasks to achieve desired outcomes on time and on budget.
- Assists the Section Manager in evaluating employee performance, tracking overtime, selecting employees for specialized work, and ensuring good maintenance and housekeeping are observed.
- Reconcile all computer-based resources for accuracy while managing directives to ensure they are accomplished on time, within budget and in a safe manner.
- Participate in the hiring of new employees by conducting interviews and making recommendations.
- Counsel employees on disciplinary issues and evaluate employee performance.
- In addition, this supervisor ensures effective employee relations; provides employee coaching and development; resolves employee issues; balances quality, productivity, cost, safety and morale to achieve positive results in a timely manner.
- Manages site performance measures and provides regular progress reports to management.
- Tracks absenteeism, timekeeping, leave requests, and purchase requisitions.
Job Requirements:
OTHER DUTIES: Other duties include, but are not limited to, review of pertinent directive information, coordination with appropriate agencies regarding compliance with directive instructions as well as company and USAF safety, environmental, etc. requirements. Knowledge of Eglin range operations, range capabilities, and training range operations is highly desirable. The understanding of Civil Engineering’s processes and procedures to include contract by requester (CBR) and digging permits. Sound, practical knowledge of Timekeeping, Logistics and Maintenance modules in PIMS highly desirable. Additional duties may be assigned to support contract/mission requirements in job-related areas. Incumbent may be required to fill in as Section Manager during their absences.
EDUCATION/EXPERIENCE REQUIREMENTS: Incumbents must be a High School graduate (or have equivalent GED) combined with experience in supervision of groups of ten or more employees. Fifteen year's construction experience with seven years’ experience on the Eglin range contract highly desirable. A Bachelors Degree in the leadership and management field is advantageous.
OTHER REQUIREMENTS: This challenging position requires good leadership and managerial skills, as well as good functional knowledge of Microsoft Word, Outlook and Excel programs as well as PIMS modules. Create reports on cost tracking, planning and analysis. Successful applicants must have forward-thinking vision of what needs to be done, as well as the patience to lead long-term employees in new directions. Professional spoken and written communication, and time management skills will be vital. Candidates must be eligible to obtain and maintain a Secret security clearance. Supports E-OMS operational objectives. Observes company Quality, Safety, Environmental, Security and Administrative policies; supports Process Improvement.
WORK ENVIRONMENT: Work activities are normally performed in an environmentally controlled area in an office setting on Eglin AFB.
PHYSICAL DEMANDS: This position will be subject to substantial movements (motions) of the wrists, hands, and/or fingers. Must be able to have close visual acuity to perform an activity such as preparing and analyzing data and figures; viewing a computer terminal. May require sitting for long periods of time. Some lifting of up to 50 pounds, standing, bending, stooping, and climbing may be required.
