Job Description:

GDIT is seeking a Cloud Data Engineer (Azure) to support the Indian Health Service Four Directions Data Warehouse (IHS 4DW) project.

IHS, an agency within the Department of Health and Human Services, is the principal federal health care provider and health advocate for American Indian and Alaska Native (AI/AN) people. This role supports a mission-critical modernization effort: retiring the legacy Resource and Patient Management System (RPMS) and moving to a new electronic health record (EHR) ecosystem.

As a Cloud Data Engineer, you will focus on data modeling, simulation, and validation of Azure-based data pipelines that power analytics and reporting for the IHS 4DW program.

HOW YOU WILL MAKE AN IMPACT
  • Design and implement test environments that simulate production-scale data loads from 200+ healthcare facilities.
  • Create models of data transformation processes to validate ETL accuracy, completeness, and performance.
  • Build automated testing frameworks for validating health data quality and pipeline reliability.
  • Develop test data generators that accurately represent healthcare data patterns, edge cases, and error conditions.
  • Implement load testing and performance validation solutions for Azure-based data pipelines and services.
  • Create and maintain testing environments for HL7 FHIR data transformations and related data standards.
  • Collaborate with data engineers, architects, and developers to ensure end-to-end data pipeline quality.
  • Assist in all data engineering aspects of the Four Directions Data Warehouse project, including design reviews and code reviews.
  • Provide technical leadership and guidance on testing architecture, data validation approaches, and best practices.

WHAT YOU'LL NEED TO SUCCEED
  • Technical training, certification(s), or degree and 5+ years of relevant experience, or equivalent combination of education and experience.
  • Strong experience with Azure data services, including:
    • Azure Data Lake Storage Gen2
    • Azure Synapse Analytics
    • Azure Data Factory (or Synapse pipelines)
  • Expertise in creating test automation frameworks and performance testing solutions for data pipelines.
  • Proficiency in Python and SQL for developing test data generators, validation scripts, and test harnesses.
  • Experience with Infrastructure as Code (e.g., Bicep, ARM, Terraform) to create reproducible, automated test environments.
  • Proven track record of implementing automated testing pipelines and DevOps practices (CI/CD) in a data engineering context.
  • Experience in simulating and testing large-scale data processing systems in the cloud.

NICE TO HAVE
  • Relevant Azure certifications such as:
    • Azure Data Engineer Associate (DP-203)
    • Azure Database Administrator Associate (DP-300)
    • Azure Solutions Architect Expert (AZ-305)
  • Experience with healthcare data systems, clinical data, and HIPAA compliance requirements.
  • Knowledge of HL7 FHIR standards and healthcare data validation patterns.
  • Advanced skills in performance testing and monitoring tools (e.g., Azure Monitor, Application Insights, Log Analytics, JMeter, Locust).
  • Experience with distributed systems testing, chaos/failure mode simulations, and resiliency validation.
  • Background in data quality assurance, data governance, and validation methodologies.
  • Experience working in Agile environments and contributing to technical leadership within a team.
  • Master's degree in Computer Science, Information Systems, Data Engineering, or a related field.
