Job Description

Position: Sr. Application Developer

Clearance: Public Trust

Location: Arlington, VA / Remote

ASET Partners LLC dba ASET Partners, an ODRG Company, is hiring a Senior Application Developer to build custom Esri Experience Builder (Developer Edition) widgets and automated workflows for FEMA's Office of Environmental Planning and Historic Preservation (OEHP).

About the role

You will be the lead developer for the EHP GIS National Tools System, the ArcGIS-based platform FEMA uses to plan, collect field data for, and document environmental and historic preservation compliance reviews of federally funded projects. The system runs in FEMA ArcGIS Online (FEMA AGOL) and the Mapping Processing and Analysis Center GIS (MAC-GIS) environment, across desktop, web, and mobile.

Your first major job is migrating every existing Web AppBuilder tool to Experience Builder. Where out-of-the-box widgets fall short, you will build custom widgets and themes in Experience Builder Developer Edition, then keep them current with each Esri release. You will also automate the repetitive workflows that keep the system running, from content and user administration to ETL and reporting.

Key responsibilities

  • Migrate all existing Web AppBuilder applications to Experience Builder and move any other products or integrations Esri schedules for deprecation or retirement.
  • Design, build, test, and deploy custom Experience Builder widgets, message actions, data actions, and themes using Developer Edition.
  • Keep applications and custom code in sync with every major Esri software release, applying updates, patches, and security fixes.
  • Automate workflows with Python notebooks, ArcGIS API for Python, ArcGIS REST APIs, Arcade, ArcGIS Workflow Manager, ArcGIS Data Pipelines, and Microsoft Power Automate — covering AGOL content and user management, usage and outage reporting, attribute collection, ETL from cloud systems, dashboard and report updates, and backups.
  • Publish and configure web services and layers; support enterprise geodatabase, relational data store, and federated ArcGIS Server work in AGOL and MAC-GIS.
  • Run the quarterly review of ArcGIS Online and internal geoportal maps and layers, using bulk upload, auto-sync, or scheduled notebooks to keep them current and performant.
  • Find and fix performance bottlenecks and storage issues; troubleshoot and resolve technical issues, documenting each issue, action, and resolution.
  • Write and run test plans, fix defects, and coordinate user acceptance testing; validate each user-interface release for Section 508 / WCAG 2.0 A and AA conformance.
  • Maintain metadata to FEMA Data Governance Council standards and keep maintenance documentation current and audit-ready.
  • Build mobile and field-collection solutions, decision-support dashboards, and storytelling or public-engagement apps for the EHP field cadre.
  • Help develop the OEHP GIS Architecture Implementation Plan and implement the courses of action leadership approves.
  • Produce user documentation and training for new tools; support weekly status reporting, risk logs, AGOL credit tracking, and knowledge transfer.

Required qualifications

  • Bachelor's degree plus 6 years of specialized experience, or Master's degree plus 4 years, or 10 years of specialized experience in lieu of a degree. Specialized experience should center on Esri web GIS application development.
  • Develops applications including user interfaces, workflows, and APIs, with proficiency in industry languages (Python, JavaScript/TypeScript, etc.), for new development and maintenance of DHS geospatial solutions.
  • Has led an application development team and worked with infrastructure and security teams to make applications meet DHS IT requirements.
  • Hands-on Experience Builder Developer Edition work: at least one custom widget built and deployed to production.
  • Led or delivered a Web AppBuilder-to-Experience Builder migration.
  • Strong ArcGIS Online and ArcGIS Enterprise skills: publishing services, managing content, users, roles, and licenses.
  • Python automation with ArcGIS API for Python and ArcGIS REST APIs, including scheduled notebooks.
  • Full development lifecycle experience: requirements, design, automated testing, deployment, and documentation.
  • Built accessible web applications and tested them to Section 508 / WCAG 2.0 AA.
  • Personable and client-facing: builds rapport with Government customers and teammates, communicates clearly, and works well on a small team.
  • U.S. citizen or lawful permanent resident able to pass a FEMA suitability background investigation and DHS Entry on Duty before starting.
