About This Position

This position is advertised from the minimum to the maximum hourly rate. Salary will be determined based on education and experience at the time of offer.

NATURE OF WORK

Under general supervision, reports to the Financial Administrative Manager; performs grant execution, financial and administrative support of moderate difficulty in complex department related work. Responsible for maintaining grant accountability and compliance in accordance with funding agency award agreements, policies, and general tracking and accounting principles. This position has department specific responsibility.

(Illustrative Only) Reconciles and submits timely reports utilizing grant records, files, databases, and/or spreadsheets to meet all compliance requirements for grant reporting; reviews, prepares, completes, and submits personnel actions to County Human Resources for processing; performs support services for the Office including payroll and human resource assistance, reconciliation of all financial reports, records, and auditing ; assists with gathering budget data, identifying known and anticipated costs and expenditures, reviewing and projecting expenditures used to develop budget proposals; prepares and monitors requisitions and demands, posts invoices, and reconciles office accounts; assists with preparing, processing, verifying and reconciling budgetary and fiscal documentation; reviews for accuracy, verifies and prepares deposits to the County treasury; responsible for generating, monitoring, and analyzing financial reports and documents; duties may include: reconciling revenues and preparing reports for distribution; ensuring time and effort documentation; responsible for establishing grant documentation and notification according to County, state, and federal guidelines; completing related accounting work; and monitoring and reconciling grant expenditures; this assignment is responsible for monthly reconciliation and reimbursement of grants with corresponding mandated County, state, and federal reports in conformance with established guidelines; organizes grant files in compliance with grant requirements; responsible for records management within the Administration Division; performs a variety of financial analysis related to general government operation; reviews and analyzes the Office fund accounting systems, practices, and procedures; develops long and short range financial forecasts as required; provides accounting advice and assistance to the Office management; negotiates with vendors for receiving contract prices and closes old vendor accounts depending on departmental needs; acts as point of contact for all supply purchases; tracks departmental inventory; assists in the development, coordination, and maintenance of the Office budget; assists with preparation of grant applications; oversees the public surplus auctions for the office; regular and reliable attendance is required; performs other duties as assigned.

Associate's Degree in Business Administration, Accounting, Public Administration or related field and three (3) years' of experience in accounting, preferably in government accounting to include federal or state grants; OR, any equivalent combination of education, training, and experience which demonstrates the ability to perform the duties of the position; requires successful completion of a background check.

Knowledge of: Yuma County organization, operations, policies, and procedures; Federal, State, and County laws, policies, and guidelines governing public funds and grant regulations and procedures; grant accountability and performance standards; office practices and procedures; principles and practices of database management; principles, theories, practices, and concepts of accounting including cost accounting, governmental accounting, enterprise accounting, accounting analysis procedures, fiscal administration and budgetary practices; applications of data processing techniques to accounting systems.

Skill in: Communicating effectively verbally and in writing; performing mathematical calculations and general office tasks; computer applications such as Excel; following written and verbal instructions; gathering and analyzing appropriate relevant data; reviewing, preparing and analyzing accounting practices in accordance with varying regulations and reporting requirements; preparing reports and presenting facts clearly, orally, and in writing.

Ability to: Conduct detailed research and analysis of complex financial data; communicate effectively, verbally and in writing; follow written and verbal instructions; meet critical time deadlines; use modern office equipment and computers; perform the essential functions of the job specifications with or without a reasonable accommodation.

Working Environment: The usual and customary methods of performing the job’s functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity; generally the job requires 60% sitting, 20% walking and 20% standing; working at a computer monitor for extended periods required; the job is performed under minimal temperature variations and in a generally hazard free environment.
