Job Summary

We are seeking an experienced Administrative Services Manager to provide advanced administrative and fiscal support for Maternal and Child Health (MCH) grants funded through the Rural Health Transformation Program. This position serves as the lead administrative resource for a complex grant portfolio while supervising administrative support staff and ensuring compliance with grant, fiscal, and reporting requirements.

Key Responsibilities
  • Serve as the lead administrative and fiscal support for HRP-funded Maternal and Child Health grants.
  • Track grant budgets, invoices, expenditures, and spend-downs to ensure fiscal accountability.
  • Review and process invoices and supporting documentation for compliance before submission.
  • Coordinate with fiscal and contracts teams to resolve invoice discrepancies and ensure timely payments.
  • Supervise, train, and support an Administrative Assistant 3.
  • Assign tasks, monitor work quality, and provide day-to-day administrative guidance.
  • Maintain grant documentation and records in compliance with TDH, HRSA, and CMS requirements.
  • Support program directors with reporting, scheduling, meeting coordination, and administrative activities.
  • Ensure accurate recordkeeping and timely completion of administrative deliverables.
Required Qualifications
  • Associate's or Bachelor's degree from an accredited college or university.
  • Minimum 2+ years of experience providing administrative or fiscal support for grant-funded programs.
  • Experience tracking budgets, invoices, grants, and financial documentation.
  • Strong organizational, communication, and time management skills.
  • Proficiency with Microsoft Office Suite (Excel, Word, Outlook).
  • Ability to manage multiple priorities while maintaining accuracy and attention to detail.
Preferred Qualifications
  • Previous supervisory or team lead experience.
  • Experience working with government-funded grants.
  • Knowledge of TDH, HRSA, CMS, or other public health grant programs.
  • Experience supporting fiscal operations and contract administration.
