Contract Analyst at Med Center Health

Position Summary
- Works collaboratively with staff, management team and others to provide contract analysis and ensure contract optimization. Manages and directs bid process, analyzes proposals and provides recommendations. Negotiates contract terms, measures vendor performance and builds strategic vendor relationships.
Minimum Qualifications
- Work Experience
  - Two years of healthcare purchasing work experience with specific experience in vendor relationships, contract negotiation and proposal analysis required.
- Education
  - Bachelor’s degree in Supply Chain Management, Logistics, Business Administration or related field required.
- Certifications/Licensure
  - None required.
Job Specific Performance Standards
- The duties listed below are a summary of the major essential functions of this position. The position may require other duties, both major and minor, that are not mentioned, and specific functions may change from time to time.
  - Manages and directs the solicitation of bids and proposals, directs and participates in the preparation of specification for bid packages; analyzes bid/proposal responses; negotiates and develops favorable agreements and contract terms and secures discounts where possible; recommends contract awards to selected bidders; drafts contractual agreements and prepares/presents contractor recommendations as appropriate.
  - Manages and directs ongoing contract administration. Working collaboratively promotes the standardization of equipment and supplies whenever possible.
  - Negotiates vendor contract as needed to support the critical business needs of Med Center Health facilities.
  - Collects, interprets and analyzes supply data to be used in the preparation of comprehensive supply chain reports. Formulates reasonable conclusions utilizing practical application of skills and knowledge. Designs, collects and analyzes key supply data relative to cost and utilization trends.
  - Assists in the completion of Return on Investment (ROI) support and analysis for capital budget expenditures.
  - Assists with analysis for all GPO agreements.
  - Directs product/service introduction (internal/external), investigation, education, conversion, issues, and tracking projected outcomes. Assists with all product conversions and maintains open communication with supply chain departments.
  - Directs vendors in the value analysis process and communicates roles and expectations for business partners.
  - Coordinates products/services evaluation and trials to assure the proper use of products, use of appropriate evaluation criteria, documentation of evaluation outcomes, and consultation of necessary personnel.
  - Establishes strategic relationships with key suppliers who are aligned to the Med Center Health needs.
  - Working in collaboration with the Supply Chain leaders responds to concerns and/or complaints from patients, the public, medical staff and/or other Med Center Health managers pertaining to assigned areas in order to maintain positive customer relations; researches and investigates issues; prepares written or oral responses as needed.
  - Provides input in development and management of department budget. Analyzes costs, develops programs to assure compliance with budgetary constraints and provides justifications for budget variances.
