The City of Pomona invites qualified candidates to apply for the Public Services Crew Leader position. This position leads, oversees, and participates in the more complex and difficult work of staff responsible for providing street maintenance, repair, construction, and related public services across the City. Assigned functional areas may include street maintenance, paint and sign maintenance, debris removal, homeless encampment cleanup, and storm water operations.

Under direction, the Public Services Crew Leader plans and assigns daily work activities; oversees the safe and effective operation of vehicles, tools, and heavy equipment; and ensures work is completed in accordance with established standards, specifications, and safety practices. The incumbent performs advanced journey-level work, provides lead supervision and training to assigned staff, responds to service requests, and interacts with the public regarding maintenance activities and City services.

This position is part of a competitive compensation structure and includes a scheduled 5% salary increase effective October 1, 2026, consistent with applicable labor agreements.

Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Education and Experience:

  • High school diploma or GED equivalency, supplemented by specialized training in construction technology or public works maintenance, or related field.
  • Four years of increasingly responsible journey level experience in street mainte­nance, repair, and construc­tion and equipment operation work.

License or Certificate:

  • Possession of a valid Class "C" driver's license.
  • Must obtain a valid California Class B driver’s license with air brake and tanker endorsement within six months of employment.

Essential duties require the following physical skills and work environment:
Ability to sit, stand, walk, kneel, crouch, stoop, squat, twist, climb, push, pull, and lift up to 50 lbs.; exposure to heat, noise, outdoors, vibration, chemicals, explosive materials, mechanical hazards, and electrical hazards; ability to travel to different sites and locations; availability for on-call, stand-by, and emergency call.


  • Lead, plan, and review the work of staff responsible for assigned area(s) of maintenance, repair, and construction services of City streets and other City grounds.

  • Estimate time, material, and equipment required for assigned jobs; requisition materials as required; order parts as necessary and ensure parts ordered are received in a timely fashion.

  • Supervise the use and operation of a variety of vehicles, tools, and equipment used in the mainte­nance, repair, and construction of City streets, including manual tools and light and moderately heavy power driven equipment and pneumatic jackhammer, sandblaster, power grader, asphalt laying machine, dump trucks, tractors, loaders, and hand and power tools.

  • Train assigned employees including in the areas of work methods, techniques, including safety and industry standards for proper use and operation of equipment and safety precautions related to all work performed.

  • Verify work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable work methods; ensure adherence to safe work practices and procedures.

  • Identify maintenance and equipment needs for each project; ensure the adherence with applicable standards and specifications; and maintain cleanliness of work area and tools.

  • Place traffic control and warning signs; serve as a flagman; set up lanterns and barricades.

  • Perform daily routine preventive maintenance on vehicles and equipment.

  • During rain events, assist with filling, deliver and place sand bags for residents.

  • Deal courteously and tactfully with the public in response to inquiries and complaints; provide information regarding rules and regulations of City facilities.

  • Perform the full range of duties in the assigned area of work.

The following represents essential duties by job function. Crew Leaders may be assigned to lead one or more functions at a time and assignments may be rotated within a Department based on organizational needs.

Street Maintenance Section: Perform, lead, plan, and review the work of staff responsible for the maintenance, repair, and construction of City streets; grade, scrape, and level surfaces in preparation for road paving; assist in the repair of curbs, gutters, and manholes and the paving of streets and alleys using pneumatic tools, asphalt rakes, and other hand tools. Remove and replace road surface material and debris; load, transport, and unload stones, gravel, dirt, supplies, and equipment as required. Install, repair, and clean storm drains, catch basins, and culverts. Break up concrete or asphalt, build and set forms, and mix and pour cement for curbs, gutters, drains, culverts, sidewalks, and sidewalk ramps. Fill, patch, and resurface holes, cracks, and service laterals. Operate tools, equipment, and vehicles; operate heavy equipment including loader, backhoe, and skip loader.

Paint and Sign Maintenance Section: Perform, lead, plan and review the work of staff responsible for providing Paint and Sign maintenance, tasks relating to the construction, maintenance, and repair of City Street-related signs and painting; and will assist in other areas of maintenance. Document and maintain paint and sign maintenance monthly goals. Perform all duties relating to fabricating and erecting street signs Operate sign making equipment; perform all duties relating to street paint installation; operate street painting equipment.

Paint and Sign Maintenance (continued): Lay out, fabricate, and install regulatory, guide, warning, and construction signs; straighten and reset street signs. Paint or stencil traffic directional markings including crosswalks, safety loading zones, bus stops, parking and center lines, and railroad and school crossings. Maintain, clean, and repair sign making and painting equipment.

Debris Removal (Solid Waste) Section: Perform, lead, plan, and review the work of staff responsible for providing pick up of scheduled white goods, such as refrigerators, stoves, washer and dryers and other bulky items. Remove illegally dumped material(s) in the public right-of-way, such as alleys, parkways, and sidewalks. Remove abandoned tires, oil, concrete/asphalt and debris from the public right-of-way.

Homeless Encampment (Solid Waste) Section: Perform, lead, plan, and review the work of staff assigned to clean-up of transient encampments, collect abandoned property, and follow storage protocols. Remove abandoned camps, including clean-up of bio-hazards, human waste, syringes, litter, and other debris; power wash areas that are affected by transient encampments. Complete appropriate records and documentation.

Storm Water Section: Perform, lead, plan and review work of staff assigned to maintain and repair City catch basins, open channels, storm drains, culverts, and other duties related to National Pollutants Discharge Elimination System (NPDES) compliance.

OTHER JOB RELATED DUTIES: Perform related duties and responsibilities as assigned.
