Description:

The Director of Recovery Services is a senior leader responsible for the strategic development, implementation, and oversight of substance use disorder (SUD) and recovery-oriented programs across Damian Family Care Centers. This role ensures the delivery of high-quality, patient-centered, and trauma-informed care aligned with the organization’s mission to serve underserved communities.

The Director will lead multidisciplinary teams, integrate recovery services within the primary care model, and ensure compliance with federal, state, and local regulations, including those governing Federally Qualified Health Centers (FQHCs). This position plays a critical role in advancing health equity, improving patient outcomes, and strengthening community partnerships.

Essential Functions:

Program Leadership & Strategy

  • Develop and execute a comprehensive recovery services strategy aligned with organizational goals and community needs.
  • Oversee all SUD and recovery programs, including Medication-Assisted Treatment (MAT), counseling, and care coordination.
  • Identify opportunities for program expansion, including new service lines, grants, and partnerships.
  • Utilize data and outcomes to drive continuous improvement and program effectiveness.

Clinical Integration & Care Delivery

  • Collaborate with medical, behavioral health, and care management teams to integrate recovery services into primary care.
  • Promote evidence-based practices, including harm reduction, trauma-informed care, and patient-centered approaches.
  • Ensure continuity of care across the treatment and recovery continuum.

Regulatory Compliance & Quality Assurance

  • Ensure compliance with all applicable regulations (e.g., OMH, OASAS, HRSA, HIPAA).
  • Maintain readiness for audits, site visits, and accreditation reviews.
  • Establish and monitor quality metrics, ensuring adherence to clinical standards and best practices.

Staff Leadership & Development

  • Recruit, supervise, and mentor program staff, including counselors, peer recovery specialists, and program managers.
  • Foster a culture of accountability, collaboration, and professional growth.
  • Develop and implement training programs to enhance staff competencies in recovery services.

Community Engagement & Partnerships

  • Build and maintain relationships with community organizations, hospitals, detox programs, and social service agencies.
  • Represent the organization at community forums, coalitions, and public health initiatives.
  • Strengthen referral networks and support systems for patients in recovery.

Financial & Operational Oversight

  • Develop and manage program budgets, ensuring fiscal responsibility and sustainability.
  • Monitor productivity, billing, and reimbursement processes related to recovery services.
  • Support grant writing, reporting, and compliance for funded programs.

Non-Essential Duties and Responsibilities

The following responsibilities may be delegated or shared with other administrative leaders as appropriate:

  • Management of the organization's partnership programs.
  • Participation in operational committees or cross-functional initiatives as needed.
Requirements:
  • Master’s degree in social work, Counseling, Public Health, Healthcare Administration, or related field required.
  • Relevant clinical licensure preferred (e.g., LCSW, LMHC, CASAC, or equivalent).
  • Knowledge of MAT programs and recovery models required.
  • Minimum of 5–7 years of progressive leadership experience in substance use disorder treatment or behavioral health.
  • Experience in an FQHC or community health setting strongly preferred.
  • Strong understanding of integrated care models and population health.
  • Demonstrated experience with regulatory compliance and quality improvement.
  • Excellent leadership, communication, and interpersonal skills.
  • Ability to analyze data and drive strategic decision-making.
  • Commitment to health equity and serving underserved populations.

  • Work is performed primarily in a professional healthcare office setting across multiple DFHC sites.
  • Frequent interaction with clinical providers, administrative staff, leadership, and IT personnel.
  • Fast-paced environment with frequent interruptions.
  • Prolonged periods of sitting and working at a computer.
  • Frequent use of hands and fingers for typing and data entry.
  • Ability to communicate effectively in person, by phone, and via virtual platforms.
  • Occasionally required to stand, walk, reach, bend, and lift up to 15 pounds.
  • Visual acuity required for reviewing data and documentation on computer screens.
  • Occasional travel may be required.
  • May require attendance at off-site training, conferences, or webinars.
