Job Description:

JSL Technologies, Inc. is seeking a qualified Civil Engineering Equipment Manager to oversee all Civil Engineering Equipment (CEE) operations at the Navy Medical Readiness Logistics Command (NMRLC), Cheatham Annex. This is a contingent hire, pending contract award. The incumbent will be responsible for managing, maintaining, and ensuring readiness of all CEE in support of NMRLC Expeditionary Medical Systems (EXMEDS) programs. CEE consists of Civil Engineer Support Equipment (CESE), Civil Engineer End Items (CEEI), Configurable Shelters, Containers, and Expeditionary Tool Kits.

Requirements:

Minimum Qualifications

Education:

  • High School Diploma or equivalent

Experience:

  • Minimum eight (8) years of experience managing Civil Engineering Equipment and personnel

Required Knowledge:

  • Knowledge of supply functions, operations, program requirements and work methods
  • Knowledge of programs utilized in providing material support
  • Knowledge and experience in CEE maintenance to include development and implementation of equipment maintenance strategies and schedules
  • Experience leading the installation, calibration, maintenance and sustainment of complex equipment
  • Experience monitoring equipment performance to ensure optimal efficiency
  • Experience reviewing and analyzing a team's effectiveness, cost reports, equipment records, engineering reports, and schedules
  • Knowledge of civil engineering concepts, principles, and practices
  • Knowledge of regulatory requirements for hazardous waste management and disposal
  • Experience ensuring strict adherence to policies, practices, and procedures

Technical Proficiency:

  • Proficiency in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint) and Adobe Acrobat
  • Knowledge and experience in the use of a warehouse management system (WMS)
  • Ability to use DMLSS, HIMS, or other authorized database of record for CEE management and maintenance tracking

Other Requirements:

  • Valid U.S. driver's license
  • Ability to obtain a Common Access Card (CAC)
  • Must be a U.S. citizen
  • Ability to pass background investigation
  • Must complete required DoD/BUMED IT security training

Essential Duties and Responsibilities

CEE Program Management:

  • Sustain a program to manage, clean, operate, test, inspect, inventory, update, maintain or coordinate maintenance, repair, and certifications of NMRLC CEE
  • Monitor, manage, and develop plans to improve overall CEE EXMED readiness levels
  • Ensure 95% of all monthly scheduled CEE workorders are in a ready for issue status
  • Coordinate with NMRLC staff to pre-assign CEE material to EXMEDS
  • Meet with Government weekly to review weekly work summaries and establish future priorities and work schedules

Maintenance & Inspection:

  • Ensure 25% of CEE units are inspected each quarter to complete all CEE inspections annually
  • Generate Equipment Repair Orders (EROs) for annotating all equipment discrepancies
  • Utilize Material Readiness Assessment (MRA) forms to document Limited Technical Inspections (LTI)
  • Perform maintenance and calibration of all TMDE along with other equipment provided by the Government for use in daily operations, per manufacturer schedule
  • Establish and document monthly preventative maintenance and calibration schedules

Records & Documentation:

  • Maintain equipment maintenance jackets for each piece of CEE
  • Maintain hard and electronic copies of history jackets on NMRLC network shared drive
  • Assemble, maintain, and catalogue a Technical Library for all CEE including operators' service, parts, and maintenance manuals
  • Use DMLSS, HIMS and/or any other DoD/DON mandated maintenance, inventory and accountability system for CEE management and maintenance tracking
  • Ensure all portions of work orders within DMLSS and other databases are filled out completely

Transfer & Disposal:

  • Transfer CEE to Defense Logistics Agency Disposition Services (DLADS) or other activities
  • Prepare equipment for transfer by removing POL and other HAZMAT in accordance with DLADS and Transportation Regulation/Policy
  • Prepare required documentation for certification compliance
  • Provide signed completed copies of transfer documentation to the NMRLC CEE or Container Manager within 5 days of transfer

Vehicle Dispatch Functions:

  • Perform vehicle dispatch functions for daily use of all Government provided NTVE and MHE
  • Conduct routine dispatching, scheduling and coordinate preventive maintenance, corrective maintenance, and record data for all NTVE and MHE
  • Provide monthly NTVE/MHE status report for active equipment
  • Annotate starting and ending mileage accumulations and track daily on dispatcher's log

HIMS System Utilization:

  • Utilize the HIMS system to input and maintain Shelter, Container, CESE, and any RFID/UID/AIT data as required by the Government

Required Skills and Competencies

  • Strong leadership and personnel management abilities
  • Ability to read, interpret, and apply reference materials such as regulations, manuals, catalogs, records, and orders
  • Ability to read and speak the English language with correct grammar, spelling, punctuation, capitalization, and format
  • Proficiency in US standard office equipment (computers, copiers, fax machines, telephone systems)
  • Strong ethical principles and customer service skills
  • Excellent communication skills (written and verbal)
  • Ability to work independently and as part of a team

Physical Requirements

  • Light to moderate physical effort required
  • Walking, standing, reaching, bending, and moving items
  • Lifting and carrying items over 45 lbs
  • Work is performed on hard surfaces

Security Clearance:

Applicants must have an active security clearance and/or the ability to obtain and maintain a US Government Security Clearance. Selected candidates will be subject to a government security investigation and must meet eligibility requirements to obtain a DoD Government- granted security clearance. Individuals will be subject to a background investigation to include but not limited to, criminal history, employment and education verification, drug testing, and creditworthiness.
