OBJECTIVE AND POSITION SUMMARY
The Program Manager is responsible for clinical coordination of services for individuals with Severe Mental Illness (SMI). This role ensures high-quality, client-centered care through supervision of clinical staff, compliance with regulatory standards, program development, and collaboration with community partners. This role ensures quality service delivery, supervises staff, coordinates with internal and external stakeholders, and monitors compliance with organizational and regulatory standards
SPECIALIZATIONS
- Knowledge of community mental health systems and recovery-oriented care
SUPERVISORY RESPONSIBILITIES
- Supervise and support a multidisciplinary team of case managers, peer support specialists, and administrative staff
- Provide coaching, training and regular performance feedback
- Conduct regular team meetings to ensure communication of updates, challenges and program goals
- Assist Clinical Director in clinical training and staff development
- Ensure that performance reviews are completed annually for staff under direct supervision, including establishing specific individual and professional development goals
- Provide recommendations and implement employee disciplinary actions to include termination when necessary
- Interview, select, and make recommendations on hiring new staff members
- Participate in monitoring data collection for direct services as assigned, including intakes and discharges, caseload capacity, clinical documentation, covered service encounters and productivity, appointment scheduling, re-engagement, scheduling of service and outcome related measures
- Ensure billing and production expectations are met by all staff
- Participate in internal and external committees and management of team meetings
- Attend various community meetings as assigned and report relevant information to the Clinical Director
- Be available to offer leadership and cooperation to members and community providers in the development and application of best practices
PRIMARY DUTIES AND ESSENTIAL FUNCTIONS
- Monitor daily operations to ensure effective and timely service delivery
- Coordinate staff schedules and caseload assignments to ensure coverage and efficiency
- Implement and uphold agency policies and procedures
- Rotate on-call for weekend, holidays and after-hours coverage
- Ensure member assessments and treatment plans are being followed and services are documented properly
- Seek consultation when knowledge, skill and/or ability may exceed scope of practice
- Provide guidance on complex client situations, including crisis intervention
- Ensure referrals to appropriate community resources
- Ensure compliance with HIPAA, AHCCCS, state behavioral health regulations and organizational policies
- Monitor documentation for timeliness, accuracy and completeness
- Prepare of internal and external audits, responding to findings and implementing corrective actions
- Act as a liaison with other departments, agencies and community partners
- Attend inter-agency and multidisciplinary team meetings as needed
- Represent the clinic in community forums and stakeholder meetings
- To remain informed of changes in contract requirements, AHCCCS requirements and Arizona state statutes and rules related to all populations being served by the program. Ensure compliance with all changes
- Assist with maintaining documentation, including program manuals and clinical guidelines and procedures
- Coordinate community outreach and advocacy efforts related to mental health and wellness
- Develop and implement evidence-based practices for SMI populations, ensuring trauma-informed and recovery-oriented approaches
- Coordinate with other service providers, including housing, crisis, and inpatient services to ensure continuity of care
- Provide regular reporting to the Clinical Director as assigned
- Facilitates monthly all-staff meetings in collaboration with Clinical Director
- Perform other duties as assigned
MINIMUM QUALIFICATIONS AND COMPETENCIES
Education /Background:
- Bachelor’s degree in Social Work, Psychology, Public Health or related field required (Master’s degree preferred)
- Minimum of 5 years of supervisory and leadership experience in behavioral health
- Minimum of 5 years of experience working with individuals with Serious Mental Illness (SMI) is preferred
