The Broward County Transportation Department (BCT), a public transportation agency under the Broward County Board of Commissioners based in Fort Lauderdale, Florida, offers fixed-route, paratransit, community shuttle, and micro transit services within Broward County, as well as certain services to the neighboring counties. In addition, BCT will implement other modes of transit to become a multimodal agency with commuter rail, light rail, bus rapid transit and high-frequency bus service to our transit network.
Provides leadership and direction in the areas of the Transportation Administration Divisions. Reports directly to the Deputy General Manager of the Transportation Department, the AGM of Administration will lead and guide efforts of Human Resources, Information Technology, Workforce Training, Compliance, and Materials Management, Procurement and Small Business Development ensuring adherence to the methodologies, policies, procedures, compliance requirements, rules, and regulations set by federal, state, and local authorities.
Collaborates under administrative supervision to develop and implement programs in alignment with organizational policies, providing regular updates on significant activities to executive-level administrators through presentations and reports.
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Assists the Transportation Deputy General Manager in administering the county public transit administration, information systems programs; directs through subordinates the planning, scheduling and coordination of activities, develops policies, priorities and procedures to meet established goals.
Aligns activities of the department’s administrative functions with those of other County Departments, divisions and when necessary, with comparable organizations in other public jurisdictions.
Recommends, authorizes and implements organizational and administrative changes.
Establishes and maintains effective working relationships with all Transportation sections and other agencies throughout Broward County.
Reviews existing departments organization’s structure, reporting relationships and manpower utilization.
Promotes efficient function procedures thought standardization, process improvement, simplification and implementation of new operating systems.
Manages, develops and motivates staff. Exercises sound judgment, recognizes issues and implements solutions.
Serves as Acting Deputy General Manager in the absence of the Deputy General Manager.
Attends meetings with superiors to share information and receive input; meets with outside agencies to address issues and concerns regarding services provided.
Provides direction with regard to employee issues and emergency management; ensures security for facilities and employees as well as the public safety concerning Transportation management.
Directs and manage the Transit Purchasing Contract Officer and the Small Business Development Specialist.
Coordinates and collaborate with other divisions for internal audits/reviews preparedness.
Administrators and comply with established requirements with FTA programs, such as, Drug and Alcohol, ADA, Title VI, EEO, Disadvantage Business Enterprise (DBE).
Oversees and coordinate transit related projects, programs, contracts and liaison with Broward County Office of Economic and Small Business Development.
Administers the transit purchasing responsibilities with Broward County Purchasing Department.
Liaises with Broward County Central HR Division.
Oversees the analytical and forecasting to assure materials management inventory meets the demand of the maintenance department.
Oversees and manage Freedom of Information Act (FOIA) record requests for the Division and other assigned areas.
Ability to navigate in a multi-union environment, with knowledge of collective bargaining, labor relations - grievance administration, negotiation, and arbitration.
Ability to development Key Performance Indicators (KPIs), goal setting, monitor progress, provide reports and be solution oriented.
Ability to communicate effectively, verbally and in writing.
Ability to manage human resource functions related to employee performance management, recruiting processes and annual employee evaluations.
Performs related work as assigned.
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
Performs sedentary work that involves walking or standing some of the time and involves exerting up to 25 pounds of force on an occasional basis or sustained keyboard operations. Requires frequent driving to park locations.
