About the role

Peregrine Solutions is seeking an experienced Mechanical, Electrical, and Plumbing (MEP) Project Manager to lead the planning, execution, and delivery of a new federal campus. This role supports the project owner in managing complex building systems and ensuring successful project delivery.

This role is responsible for the full lifecycle oversight of MEP systems, from design and specification review through installation, inspection and closeout, while leading multi-disciplinary teams and managing project budgets, schedules, and resources to ensure successful, compliant delivery on federal construction contracts of $150M or greater.

Key Responsibilities

  • Provide deep technical oversight of MEP systems, processes, and materials across all phases of construction, including installation, testing, and commissioning.
  • Lead design and specification reviews for mechanical, electrical, and plumbing scopes to ensure compliance with contract requirements, codes, and federal standards.
  • Manage and mentor internal teams of MEP specialists, estimators, and schedulers, fostering coordination across trades and disciplines.
  • Assist in developing and maintaining project schedules, cost forecasts, and budgets, proactively identifying and resolving variances.
  • Review progress payment applications for accuracy of activity billing amount, reporting discrepancies and corrections to Sr. Project Manager.
  • Serve as a primary point of contact for owner, government stakeholders, and internal project teams on MEP scope, ensuring clear and effective communication throughout the project lifecycle.
  • Monitor and verify contractor compliance with applicable federal, state, and local regulations, as well as GSA/DoD-specific construction and security requirements.
  • Monitor subcontractor performance, and quality assurance/quality control MEP scopes through general contractor.
  • Prepare daily reports with photo documentation of MEP construction activities and upload to the project's PMIS platform.
  • Identify and report deficiencies and non-conforming MEP work, tracking corrective actions through resolution.
  • Develop and manage MEP punchlists during project close-out, verifying completion of corrective work prior to substantial completion and final acceptance.
  • Monitor MEP warranty compliance, tracking warranty callbacks and contractor response/resolution timelines, and verifying that closeout documentation, O&M manuals, and warranty submittals are complete and turned over to the owner.
  • Maintain project documentation, reporting, and compliance records required for federal construction projects.

Required Qualifications

  • 8+ years of experience in an MEP Project Manager role (or directly comparable role).
  • Bachelor of Science (BS) degree in Mechanical Engineering, Electrical Engineering, or Plumbing Engineering.
  • Demonstrated experience on new federal construction projects (GSA, DoD) valued at $150M or greater.
  • Deep, hands-on understanding of MEP systems, processes, and materials, including oversight of installation, commissioning, and design/specification reviews.
  • Proven track record leading teams of MEP specialists, estimators, and schedulers, and managing projects from inception to completion — including planning, budgeting, and resource allocation.
  • Excellent verbal and written communication skills, with the ability to interact effectively with clients, stakeholders, and team members.
  • Hands-on experience with Project Management Information Systems (PMIS) such as Procore, eBuilder, Kahua, or similar platforms.
  • Must be able to speak and write fluently in English.
  • Must be able to obtain and maintain HSPD-12 clearance.
  • Willingness and ability to work onsite; this position does not offer remote or hybrid work.

  • Certified Construction Manager (CCM)
  • Project Management Professional (PMP)
  • Professional Engineer (PE) license
Work Environment & Physical Requirements
  • Position is based full-time onsite at an active federal construction project site or assigned facility.
  • May require regular exposure to active construction environments, including noise, dust, and varying weather conditions.
  • May require the ability to walk construction sites, climb stairs/ladders, and wear required personal protective equipment (PPE).

Additional Information

This position requires successful completion of a background investigation to obtain and maintain HSPD-12 (PIV) credentialing prior to and throughout employment on federal project sites. The pay range for this role is:
100,000 - 115,000 USD per year(St Elizabeth’s West Campus)
