This senior leadership role provides strategic oversight and support to state-level teams advancing advocacy and policy priorities across the country. You will work closely with State Directors and organizational leadership to align state, program, and operational strategies while driving measurable impact. The position combines people leadership, organizational change, advocacy strategy, fundraising support, and external representation. You will help state teams navigate complex political environments, strengthen their capacity, and achieve sustainable programmatic and operational results. The role offers significant influence in shaping organization-wide strategy by bringing state-level insights and perspectives to senior leadership. It is ideal for an experienced advocacy leader who thrives in collaborative, mission-driven environments and can translate complex challenges into practical strategies for change.

Accountabilities:
  • Manage and support State Directors across multiple states, helping teams meet or exceed programmatic, financial, operational, and strategic goals.
  • Collaboratively establish goals that align state priorities with broader programmatic and organizational objectives.
  • Guide state teams in developing proactive and responsive advocacy strategies based on the political, legislative, and policy landscapes in their respective states.
  • Build and maintain strong, trusting relationships with State Directors, state teams, organizational leaders, and other key stakeholders.
  • Monitor state budgets, resource allocation, sustainability, and operational efficiency, supporting improvements to systems and processes where needed.
  • Lead professional development, coaching, and capacity-building efforts for state teams, including effective management practices within a collective bargaining environment.
  • Support State Directors’ career development, retention, and succession planning to strengthen long-term organizational sustainability.
  • Represent state-level work externally by building relationships with donors, policymakers, coalition partners, and other influential stakeholders.
  • Serve as a media representative when appropriate and contribute to public-facing communications and materials that highlight state-level advocacy work.
  • Collaborate with Development teams to align state strategies with fundraising priorities and activities.
  • Support state teams in achieving fundraising goals, including contributing to grant proposals, written fundraising materials, reporting, and other development initiatives.
  • Lead organization-wide change initiatives that improve alignment, collaboration, responsiveness, and accountability between state, program, and operations teams.
  • Develop and maintain expertise in democracy and electoral policy to provide effective strategic support to state teams.
  • Partner with organizational leadership to communicate state-level insights and ensure they inform broader strategic priorities and decision-making.
  • Manage multiple short- and long-term priorities while maintaining strong organization, attention to detail, and timely execution.
  • Travel for approximately one week per month for state visits, conferences, team meetings, retreats, and other organizational activities.
Requirements:
  • Demonstrated commitment to a nonpartisan mission focused on strengthening democracy, advancing equity, and expanding meaningful participation in the political process.
  • Proven experience leading successful state-level or national issue-based advocacy campaigns; experience setting strategic direction for grassroots organizing is highly desirable.
  • Demonstrated understanding of the legislative process in at least one U.S. state, including policy research and analysis, policy development, legislative drafting, advocacy and lobbying, communications, and policy implementation.
  • Strong knowledge of the political dynamics within at least one state, including key decision-makers, partners, and funders; established relationships with relevant stakeholders are highly desirable.
  • Significant people-management experience, ideally including management of managers and coaching or developing mid-level and senior professionals.
  • Demonstrated ability to lead coalitions and work collaboratively with groups and stakeholders who have diverse perspectives and interests.
  • Track record of successfully leading organization-wide change initiatives and influencing others toward shared goals.
  • Strong ability to build rapport, trust, and credibility with stakeholders across different levels and areas of expertise.
  • Excellent understanding of organizational dynamics and ability to navigate complex power structures, resolve conflict constructively, and influence change while maintaining strong professional relationships.
  • Exceptional written and verbal communication skills, including the ability to translate complex issues into clear and compelling messages for broad audiences.
  • Strategic and innovative thinking skills, with the ability to operate effectively in ambiguous or rapidly changing environments.
  • Strong organizational, prioritization, and time-management skills, with the ability to independently manage multiple deadlines and competing priorities.
  • Resourceful and solutions-oriented approach to problem-solving.
  • Openness to giving and receiving feedback, with strong self-awareness regarding personal strengths and development areas.
  • Familiarity with Microsoft Office, Slack, Zoom, and other standard workplace productivity tools.
  • Willingness to maintain a professional social media presence on behalf of the organization, including being tagged in posts and creating content when needed.
  • Ability and willingness to travel up to one week per month.
  • Must be eligible to work in the United States; employment visa sponsorship is not available for this position.
  • Because this is a supervisory position, the role is outside the union-represented collective bargaining unit.
  • In accordance with nonpartisan organizational requirements, candidates may not currently hold elected office, be running for office, serve on the steering or finance committee of a political candidate, or hold a leadership position within a political party.
Benefits:
