Senior Strategic Arms Control Advisor

Position Summary

The Senior Strategic Arms Control Advisor provides DTRA senior-level, experience-based advice on implementation of past, current, and future strategic arms-control treaties and agreements. The Advisor supports GT-ST and the Directorate in retaining critical arms-control expertise, informs U.S. Government policy and implementation decisions, and advises on nuclear, conventional, and emerging multi-domain arms-control issues.

Essential Duties and Responsibilities
  • Advise GT-ST, the Global Threat Reduction Directorate, and DTRA on implementation of strategic arms-control activities associated with past and current nuclear arms-control treaties and agreements.

  • Provide experience-based advice in support of USG development of follow-on agreements to New START and other bilateral or multilateral arms-control treaties and risk-reduction measures.

  • Advise on programs designed to retain arms-control technical expertise and sustain a knowledgeable, adaptable workforce capable of meeting emerging Department of War requirements.

  • Provide multi-domain implementation advice spanning strategic and nonstrategic nuclear, conventional, and emerging/novel threats.

  • Support policy and decision-making by advising DTRA and USG stakeholders on current and future treaties, agreements, confidence-building measures, and risk-reduction initiatives.

  • Provide technical advice to USG and/or Department of War arms-control negotiating bodies during conferences, meetings, and implementation or negotiation activities.

  • Attend technical demonstrations, interagency workshops, site-assisted visits, on-site treaty training, and other arms-control engagements to provide expert advice.

  • Develop technical analyses, briefings, reports, and other advisory products in Microsoft Word, PowerPoint, and other Government-directed formats.

  • Coordinate and communicate effectively with stakeholders across DTRA, DoW Components, other USG organizations, and the broader arms-control community.

Required Knowledge and Experience
  • In-depth experience implementing bilateral and/or multilateral arms-control agreements and treaties.

  • Personal experience and expertise gained through direct participation in activities related to strategic nuclear treaties and agreements.

  • Experience working with and advising USG stakeholders responsible for implementing strategic agreements and treaties in support of national-security objectives.

  • Minimum of five years of direct experience supporting strategic nuclear treaty implementation, specifically START and New START.

  • Demonstrated arms-control interagency liaison experience supporting development of on-site implementation policies and practices.

  • Strong knowledge of strategic arms-control implementation, inspection activities, treaty policy, and interagency processes.

Actual compensation will be determined based on job-related factors including experience, education, certifications, security clearance requirements, internal equity, and customer or contract requirements.
