Safety & Security Program Administrator at PRTC – Alexandria, Virginia

Virginia Railway Express (VRE) is seeking a detail-oriented and mission-driven Safety & Security Program Administrator to support agency-wide safety and security programs that are critical to the success of our commuter rail system. Reporting to the System Safety & Security Manager, this key role will execute and enhance our System Safety Program Plan and infrastructure protection programs, while coordinating with federal partners, local first responders, and internal staff.

This position involves developing written procedures, leading training, conducting inspections and audits, supporting investigations, and managing relationships with public safety stakeholders—all to ensure the safety, security, and well-being of our passengers, employees, and communities we serve.

Minimum Qualifications and Experience

• Minimum of 5 years of relevant experience in rail transportation, safety and security, public sector program management, regulatory compliance, or project management
• Bachelor’s degree in a related field (business, transportation, emergency management, public administration, etc). Railroad-specific supervisory experience may be considered in lieu of education.
• Proficiency in Microsoft Office Suite including Microsoft Excel; strong writing, analysis, and public speaking skills
• Valid driver’s license and safe driving record
• Willingness and ability to work flexible hours (nights, weekends, holidays) as needed

Preferred Qualifications

• Experience developing written programs and policies including standard operating procedures
• Familiarity with FRA regulations, railroad operating rules, or emergency preparedness programs
• Experience in contract management
• Public speaking experience and ability to conduct training for diverse audiences of all sizes
• Prior experience coordinating with federal agencies such as DHS or TSA
• CPR/AED/First Aid and Roadway Worker Protection certifications (or willingness to obtain within one year)
