The Project Engineer is responsible for developing and leading a project from initial concept, through the design process to implementation, with specific emphasis on the engineering design, analysis and management of the Port’s maintenance and capital improvement projects. This also includes providing in-house engineering services to the Planning and Environmental, Business Development and Marine Terminals departments. This position reports to the Engineering Manager and supervises contractors, consultants, and identified Port Labor through the Maintenance General Foreman working on various projects.

* Maintenance and Capital Improvement Projects (55%):
  • Design, engineer and manage maintenance and capital improvement projects.
  • Assists with the planning of maintenance and capital improvement projects.
  • Develop engineer’s estimates, construction documents and specifications for projects.
  • Maintain project budgets, documentation and drawings.
  • Provide engineering and drafting services to Engineering and other Port departments.
  • Determine adequacy of Port facilities for the Business Development and Operations Departments including participation in pre and post planning meetings.
  • Design and engineer complex facility maintenance and repair projects.
  • Coordinate the acquisition of materials for projects completed by Port labor.
*Project Management (30%):
  • Coordinate and supervise contractors, consultants, and identified Port Labor through the General Foreman working on maintenance and capital improvement projects including forecasting manning and equipment needs and communicating with appropriate Port staff.
  • Help develop, review, manage and approve consultant’s and contractor’s scopes of work, schedules, budgets, invoices and performance.
  • Conduct pre-work meetings with contractors, maintenance crews and others relating to safety, environmental and project objectives.
  • Supervise and inspect project construction to ensure conformance to all applicable specifications, standards, codes, and policies.
  • Plan weekly/daily maintenance crew/equipment schedules and assignments and develop scopes of work.
  • Collaborate with Port tenants, adjacent landowners, utilities and regulatory agencies regarding development and improvements on Port properties.
*File and Record Maintenance (15%):
  • Modify existing Port drawings as Port facilities and infrastructure changes.
  • Develop new maps and drawings to convey ideas and information in support of current and future Port projects.
  • Assists with upkeep, organization, and management of Engineering Department archive files, drawings, CAD standards, and GIS database features.

  • Bachelor’s degree in engineering from an accredited college or university.
  • 7+ years of experience in engineering, construction or project management, or related fields.
  • Construction experience is required; rail experience is preferred.
  • Professional Engineering license is required or must be acquired within one year of employment.

Knowledge and Skills:
  • Expert knowledge of construction and engineering skills, including design, drafting, analysis, specifications, construction, maintenance, and function of various facilities used at a Port (ie: rail, utilities, buildings, docks, conveyors, and various equipment) and strong mathematical skills.
  • Experience developing engineer’s estimates and strong understanding of project budgeting and basic accounting principles.
  • Exceptional project management and delegation skills with a strong analytical and problem-solving focus.
  • Exceptional verbal and written communication skills required for external representation, internal leadership, stakeholder negotiation, and reporting.
  • Exceptional multi-tasker who can balance both short- and long-term goals effectively.
  • Understanding of field data collection methods, topographic survey, field staking, and on ground construction management.
  • Experience drafting/editing construction drawings using AutoCAD and/or Civil3D software. Familiarity with ArcGIS software and field applications is also desired.
  • Working knowledge of Microsoft Office suite including Outlook, Word, Excel and Microsoft Teams.
  • Experience with ArcGIS software and GIS field applications is desired.
  • Experience with auto-level, laser level, GPS data collectors, and/or robotic total stations is desired.
  • Experience drawing, reading and understanding construction drawings.
  • Familiarity with local, state, and federal ordinances and regulations specific to acquiring permits for maintenance, capital improvement and public works projects.
Work Environment:
  • Work is mostly performed in both a normal office environment as well as at project sites where there will be regular and recurring exposure to adverse weather conditions.
  • Project sites are in a maritime environment including but not limited to; under docks, across gangways, adjacent to waterways, and other elevated/exposed superstructures.
  • The work involves periods of standing and walking, in some cases over uneven surfaces or inclines.

Physical Requirements:
  • Remain in a stationary position for extended periods of time.
  • Occasionally move around the office to access file cabinets, office machinery, etc.
  • Repetitive use of hands or fingers to handle, control or feel objects or equipment, such as a computer.
  • Lift and/or move up to 50 pounds.
  • Communicate accurate information and ideas so others will understand.
  • Vision requirements include prolonged periods of time in front of a computer.
  • Involves standing and walking on uneven surfaces or inclines.

*Beginning salary will be dependent upon qualifications and experience. New hires typically start at 85-90% of the range midpoint. The midpoint for this position is $125,655
