We are hiring a Regional Recruiter, covering our New Hanover (Wilmington) and Brunswick (Supply) County offices. This position will be based in one office daily, with travel to the other office on a routine basis. This position is available immediately.
The role of the Regional Recruiter is to provide the overall supervision of the Recruitment functions to ensure all field employees are in compliance with Federal, State, and contractual rules and regulations. The Regional Recruiter is responsible for monitoring and managing annual employee health clearance, in-service training requirements, and developing retention strategies to support and achieve branch growth goals. The Regional Recruiter will play an instrumental role in the revenue growth of the organization by ensuring efficient and compliant operating models can be leveraged for increased sales. The Regional Recruiter is to develop long-term recruiting strategies, source candidates through various channels, develop trusting relationships with potential hires, educate, and recruit field personnel and professionals based on regional operational needs.

Essential Job Responsibilities:
- Develop and implement agency-wide employee recruitment and retention strategy and initiatives to support branches with programmatic development, specifically Community Care Program, and overall regional growth goals.
- Participate in community recruitment activities and organize events to promote current employment opportunities.
- Maintain strong customer service to ensure the highest possible recruitment conversion rates.
- Generate and utilize all local and company recruitment marketing material to meet operational initiatives.
- Monitor all electronic recruitment sites daily and follow up with all inquiries and applicants within one business day of initial outreach.
- Facilitate application process and provide all potential hires with necessary documents for onboarding.
- Schedule and host orientation activities.
- Manage recruitment volume and hiring conversion processes.
- Responsible for maintaining field personnel compliance with State and Local regulations as well as contractual and programmatic requirements.
- Work closely with department managers and branch leaders to develop and implement compliance policies and activities throughout all branches.
- Review regulatory websites for policy updates related to compliance, training, and statutory benefits.
- Ensure that all electronic and hard copy personnel documents and files are maintained and compliant with State, Federal, HIPAA, and Joint Commission standards and regulations.
- Manage and investigate all statutory benefit reports related to unemployment, worker’s compensation, disability, and FMLA claims.
- Develop QI audit process and conduct quarterly reviews of branch compliance processes to ensure adherence to the organization’s policies and procedures and all regulatory bodies.
- Participate in Corporate quarterly QI meetings and provide reports on branch compliance, recruitment, and retention data.
- Provides in-service educational materials and assists in the development and revision of enhanced quality and compliance training contents.
- Schedule, conduct, and document annual training for all field employees as per State regulations, contractual requirements, and company quality assurance initiatives.
- In conjunction with branch Operations Managers, provide annual performance evaluations and constructive feedback for respective department employees and field employees.
- In collaboration with branch leaders, counsel field personnel and prepare disciplinary warning reports with supportive documentation on agency policy violations.
- Responsible for providing timely completion of wage and employee verifications.
- Conduct weekly exclusion checks to ensure that all employees and others with whom the company does business with are not on the Federal and State exclusion lists, as applicable.
- Conduct ongoing employment background checks and monitoring through state specific registry systems.
- Assist in the management of the agency’s chart retention and destruction process.
- Provide inventory updates to ensure the office maximizes promotional items budget.
- Adhere to all applicable Federal, State, and local regulations, as well as contract requirement, HIPAA, and Joint Commission standards.
- All other duties as assigned.

Requirements:Qualifications:
- Education: College degree preferred or equivalent work experience.
- Travel: Travel will be required for business purposes. Employees must have a valid driver’s license issued by the state in which they work and a satisfactory driving record.
- Work Experience:
- A specific understanding of geographical/cultural requirements of each branch office is preferred.
- Ability to use computerized systems.
- Satisfactory verbal and written communication skills.
- Ability to work well under pressure.
